In 1991, the Fleet Manager of the Public Services Department,
retired, leaving Ms. Marguerite Leon, Administrative Operations
Supervisor, with the awesome responsibility to act as the Interim
Fleet Manager. During this period she handled her newly added
duties with great professionalism, and successfully operated under
the most trying of times. Her unselfish dedication was evident
when she cancelled her own vacation plans to meet the staff needs.
Recently, Ms. Leon has assisted the newly hired Fleet Manager in
a smooth management transition. Her reliability and adaptability
in the everyday operation of a shop, where priorities change from
minute to minute, are invaluable.
Mid-Management Category
Mr. Bennie Jackson, Sanitation Route Supervisor, Public Services
Department, Refuse Division, has been an integral key player in the
implementation of an Automated Refuse Collection program throughout
half of the City. In order to better serve 18 , 000 homes, Mr.
Jackson has modified and upgraded better public awareness,
container delivery, operator training and problem resolution. Mr.
Jackson was instrumental in successfully implementing the Curbside
Recycling Pilot Program for over 1, 800 homes. Mr. Jackson' s calm
manner and rapport with his crews has resulted in a perfect record
of finishing each day' s collection routes since the program began
four (4) years ago.
Safety Category
Pierre Weakley, Police Officer, is assigned to the San Bernardino
Police Department, Multiple Enforcement Team (MET) Detail, which is
a stress crime unit that acts as a department ' s gang unit and SWAT
Team as well as handling other varied assignments. Officer Weakley
has established himself as an expert on gangs, their habits and
activities and has received recognition by the courts. Officer
Weakley has developed an extensive network of information sources
related to activity of various gangs, as well as a very workable
rapport with many of the self-admitted members of gangs. Officer
Weakley has proven himself consistently as a valuable asset, not
only to the MET Unit, but to other units in the department with,
his expertise and drive to do the best job possible.
General Category
Ms . Velia D. Marquez , Investigation Bureau' s Senior Secretary,
began her employment with the City of San Bernardino in 1961, and
is responsible for overseeing the San Bernardino Police Department
Transcription Unit. Ms. Marquez has recently created, organized
and implemented a "Tape Bank" system in order to facilitate the
transcription of a backlog of approximately 300 dictated tapes. The
influx of tapes was as a result of the increase of newly hired
detectives, with no increase in typing support. The Tape Bank
system has proven to be a success and the backlog has been reduced
to an average of 50-60 tapes. Ms. Marquez continually strives to
contribute her time and talents for the betterment of the entire
department.
