A total of 3 bids were received, ranging from $1 , 095, 000 to $1 , 233, 000 for the Base Bid. The low bid of $1 ,095,000 is 33. 5% over the Architect/Engineer' s Estimate of $820 , 000 . The contract documents were prepared with 5 Additive Alternates, in order to ensure that we can take full advantage of all avail- able funds . Alternates Nos . 2 , 3 & 4 are for waterpark type amenities, and would enhance the features offered by this facility. Therefore, it is recommended that these alternates be included in the contract. Subsequent to the bid opening, discussions have been held with the Architect/Engineer and low bidder relative to reducing the contract price. Change Order No. One lists the deductions agreed to by the Contractor, and will decrease the contract price by $166,400 , from $1 ,095, 000 to $928, 600. (W.O. #1481) 73 ,000 Sub-Total $1 , 165 , 450 Contingencies (5%) ± 58 , 550 TOTAL ESTIMATED PROJECT COST $1,224,000 3-3-93 Page 2 of 2 A special purpose grant of $1 , 000 , 000 has been approved by HUD, to finance the cost for rehabilitating this 1930 ' s facility. Some waterpark type amenities were included on the plans, in order to upgrade this pool into a first class attraction. Supplemental funds in the amount of $224 , 000 will be needed to fully finance the total estimated project cost. It is recommended that $224 , 000 be transferred from the amount allocated for the improvement of Patton Park North, with the provision that these funds will be replaced in the 1993/94 Park Construction Fee Budget. Form Motion No. 1 will approve this transfer and provide for replacement of these funds. FOR REHABILITATION OF PERRIS 3 HILL SWIMMING POOL AND BATHHOUSE, AND APPROVING CONTRACT CHANGE ORDER NO. ONE. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 5 CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1 . California Pools, Inc. is the lowest 7 responsible bidder for: Rehabilitation of Perris Hill Swimming 8 Pool and Bathhouse, per Plan No. 8843. Change Order No. One is 9 hereby approved, to decrease the contract price by $166,400.00, 10 from $1, 095, 000 . 00 to $928 , 600. 00 . Additive Alternates No. 2, 3, 11 & 4 are incorporated into the contract price of $106,850. 00, from 12 $928, 600. 00 to $1 , 035, 450 . 00. A contract is awarded accordingly 13 to said bidder for the total amount of $1 ,035 ,450.00, but such 14 award shall be effective only upon the contract being fully 15 executed by both parties. All other bids, therefore, are hereby 16 rejected. The Mayor is hereby authorized and directed to execute 1i said contract on behalf of the City; a copy of the contract is on 18 file in the office of the City Clerk and incorporated herein by 19 reference as fully as though set forth at length. 20 SECTION 2 . This contract and any amendment or modifica- 21 tions thereto shall not take effect or become operative until 22 fully signed and executed by the parties and no party shall be 23 obligated hereunder until the time of such full execution. No 24 oral agreements, amendments, modifications or waivers are 25 intended or authorized and shall not be implied from any act or 26 course of conduct of any party. 27 SECTION 3 .
