Synopsis of Previous Commission/Council/Committee Action:
03-07-92 - An amount of $800 , 000 included on list of projects to
be financed from Tax Allocation Bond Funds (at Com-
mission Budget Priority Workshop) .
09-08-92 - Allocation of $800 , 000, from bond proceeds, approved to
finance costs of improvements on Highland Avenue.
09-08-92 - Resolution adopted authorizing execution of Design
Reimbursement Agreement.
11-04-92 - Resolution No. 91-455 adopted authorizing execution of
Development Agreement No. 91-02 .

Recommended Motion:
1. That the plans for installation of traffic signals at Highland
Avenue and Boulder Avenue, in accordance with Plan No. 8801, be
approved; and the Director of Public Works/City Engineer be
authorized to advertise for bids.
2. That the installation of temporary traffic signals at Highland
Avenue and Boulder Avenue, in accordance with a plan approved by
Caltrans and Encroachment permit issued by Caltrans, at an esti-
mated cost of $15, 000 - $20,000, be approved, ith all costs to
be financed by the Wal-Mart Development.

Installation of Traffic Signals
at Highland Avenue and Boulder Avenue
Plans for installation of these traffic signals have been
reviewed by Caltrans, and a draft Encroachment Permit prepared.
This project will be ready to be advertised for bids as soon as
the plans are approved by Caltrans and agreement reached on the
conditions that will be incorporated into the Encroachment
Permit.
Below is an estimate of the total project cost:

The poles and controller will be purchased by the City and
furnished to the Contractor, in order to accelerate the
completion date of the signals.
An amount of $800 , 000 has been allocated from Tax Allocation Bond
Funds, under Account No. 650-0170, to finance the cost for con-
structing improvements on Highland Avenue, including installation
of traffic signals at Boulder Avenue.
We recommend that the plans be approved and authorization granted
to advertise for bids.
About 3 - 5 months will be needed to advertise for bids, award a
contract and complete construction. During this period of time,
conditions of approval for Encroachment Permit No. 08-92-TK-0144,
issued by Caltrans to Gatlin-Doerken, will apply. These
conditions represent the required traffic control measures for
the access driveway to the Wal-Mart Development.

One of these conditions is that sworn police officers be provided
at specified times to control traffic through this intersection.
A minimum of two County Deputy Sheriffs are normally on duty
during these times . The cost of these two officers is about
$102 . 00 per hour.
The Developer has requested approval for the installation of
temporary traffic signals, to assign right-of-way until the
permanent traffic signals can be placed in operation. Caltrans
is willing to issue a permit for temporary signals, provided that
they are installed in accordance with a plan approved by their
office.
The Development Agreement provides that the cost for traffic
control measures will be borne by the Developer. According to
the interpretation by the City Attorney' s office, the costs for
the temporary signals will be borne by the Developer.
Caltrans will require that a wood pole be installed on each of
the four corners. Two cables will be strung over each of the 4
approach roadways, in order to mount the signal faces on.
Caltrans will also require that detection loops be provided on
the Boulder Avenue and Wal-Mart Driveway approaches, and left-
turn lanes on Highland Avenue, in order to actuate the signals.
The preliminary estimate of cost for installing temporary signals
is $15, 000 - $20, 000 .
