MOTION: That the Community Development Commission approve funding
not to exceed $163,000 for median landscape improvements
to Waterman Avenue from the Santa Ana River to Mill
Street and authorize the Chairman and Executive Director
to develop and execute agreements accordingly.

MEDIAN LANDSCAPE IMPROVEMENTS OF WATERMAN AVER[TE
FROM THE SANTA ANA RIVER TO MILL STREIT
At its meeting on February 18, 1993, the Redevelopment Committee reviewed
a proposal from the Director of the Public Works and recommended to the
Community Development Commission approval of median landscape
improvements not to exceed $163,000 to Waterman Avenue from the Santa Ana
River to Mill Street.

The landscape improvements are requested to accomplish the following:
To enhance Waterman Avenue which is a major entrance into the city
and a vital element in the re-use of Norton A.F.B. and
To complement the beautification efforts of undergrounding utilities
which the city has undertaken at a cost of approximately $6 Million.
The preliminary estimate of cost for installing an irrigation system and
landscaping in the existing curbed medians is as follows:

The river rock would be installed to provide an 18-inch buffer around the
periphery of the medians for safety of maintenance personnel. River rock
is recommended, since this theme has been established on Waterman Avenue
to the south.
Based on the information presented in this report, staff recommends
adoption of the form motion.

Various proposals have been made to establish an assessment
district to finance the installation of landscaping along this
section of Waterman Avenue. However, we were unsuccessful in
securing the property owner's concurrence.
Waterman Avenue is a major entrance into our city and a vital
element in the re-use of Norton A.F.B. The overhead utilities on
Waterman Avenue are being undergrounded, at a cost of
approximately $6 Million. Installation of landscaping would
complement the beautification efforts of undergrounding
utilities.
Therefore, it is requested that consideration be given to
allocating EDA funds to finance this landscaping.
Below is a preliminary estimate of cost for installing an irri-
gation system and landscaping in these existing curbed medians.
