STAFF REPORT
Business Retention and Expansion Survey
On February 9, 1993, staff received a proposal from the San Bernardino
Valley College (SBVC) relative to a business retention and expansion
survey in the eastern region of San Bernardino County. The purpose of
the survey is to: (1)- inventory the scope and health of the Inland
Empire's local businesses. (2) identify the anticipated expansion
and/or relocation plans of local businesses, (3) chart training and
vocational education needs of area firms; and (4) document the
technical assistance, goods and services that companies may need in
order to stay viable.
The survey shall be performed by the professional resource and market
development firm, The Resource Group. The college is soliciting
sponsorship from the City of San Bernardino Economic Development Agency
and surrounding cities to Joint venture with other agencies such as
SANBAG, the San Bernardino County Jobs and Employment Services
Department, Southern California Edison and the Bank of America.
Specifically, it is requested that San Bernardino participate as a
co-lead agency sponsor in the amount of $40,000 in order to obtain
maximum benefits from the program. Currently, there are sufficient
funds available in the Agency budget to cover this expense.
The program will catalog and survey all existing businesses
(approximately 16,000+) in the Eastern Inland Empire, including the
City of San Bernardino. Specifically, the survey will assess their
workforce and training needs, resource requirements, business retention
and/or expansion plans and technical assistance needs. The projected
benefits of this study shall include specific data that identifies the
size and mix of businesses in our City, those businesses planning
expansion or relocation, and business growth opportunity by product and
service categories. It is anticipated that this study shall provide
the Agency with a definitive and concrete understanding of existing
business operations and their future demands.
On February 18, 1993, the Redevelopment Committee requested a letter of
support from the San Bernardino Employment and Training Agency and
forwarded this item to the Community Development Commission.

Dear Mr. Steinhaus:
The City of San Bernardino Employment and Training Agency supports and
endorses the proposal submitted by San Bernardino Valley College in
conjunction with the Inland Empire East Region Resource Group for the
implementation of a current and reliable quality labor market survey.
The study will be of significant importance in light of the closure of
Norton Air Force Base. Current labor market information is required
to prepare for the detrimental impact anticipated from this closure.
This proposal addresses the following vital areas: business retention,
expansion, market opportunity, business development, workforce demand
and training requirements. The proposal also defines the significant
needs of the central portion of San Bernardino County, as it pertains
to growth, direction and the needs of area business.
Considering the immediate needs of our community, and the substantial
benefits to be gained from this survey, SBETA has agreed to contribute
$25,000 to SBVC/Resource Group for co-sponsor status. I thus urge you,
along with this agency, to financially support this project.

INTRODUCTION:
The pace and direction of business advancement and retention in the Inland Empire
East Region of San Bernardino County influences every institution, agency, company
and citizen. San Bernardino Valley College proposes joining with such entities as:
- SANBAG
- San Bernardino Employment and Training Agency
- Southern California Edison
- San Bernardino County Economic and Community Development
- City of San Bernardino and its Economic Development Department
and other agencies in a major effort to: (1) inventory the scope and health of the
Inland Empire East Region's local businesses, (2) identify the anticipated expansion
and/or relocation plans of area firms, (3) chart training/vocational education needs
required to keep businesses competitive and profitable, (4) document the technical
assistance and goods and services companies need in order to stay viable, and (5)
generate data specific to the needs of you and other individual sponsors...all in an
effort to promote the economic well-being of the businesses and cities in the Inland
Empire East Region.
The project provides a prime opportunity for the leadership you represent to join with the
leadership of the area's key public sector and private sector entities in a historic project of
extraordinary interest Sponsorship will fortify you as a key regional partner and economic
advancement leader!
For participating firms/agencies this comprehensive effort will create the benchmark
and reference data to facilitate planning and decision-making relative to such areas as:
• business retention, expansion, relocation, and market opportunity
• economic/business development technical assistance
• workforce demand and training requirements
The data generated by this study will be useful for current decision-making as well as
planning and goal setting for the next 3-5 years.

APPROACH:
Depending on the number of participating agencies and project budget, this effort will
encompass the following:
A Survey sent to all businesses in the region to generate such data as:
• Category of business (self-identification)
• Size of business (small, medium, large according to industry standards)
• Number of current employees by occupation/categories
• Stability of business (growing, declining, steady, etc.)
• Current expansion and site reduction plans
• Projected space acquisition and/or relocation plans
• Goods, services, and technology now purchased and needed in future
• Perceived new staff positions needed next 3-5 years
• Skills areas future employees will need
• Training current staff will need to stay competitive
• Business technical support needed to sustain growth
A The survey will target the completion of at least 750+ surveys by businesses in
the target area and will be stratified according to business type.
A Analysis will be conducted on both an area-wide basis as well as a specific-city
basis. Through this approach, each city will be better able to understand the
growth, direction, and needs of its own businesses and compare them with
local area trends.
A Depending on sponsorship level, sponsors will have the opportunity to
include questions of specific sponsor interest and for their own purposes.
TIME AND BUDGET REQUIREMENTS:
Time: 4-5 months
Budget: $120K - 125K (approximately)
The budget and timeline projections anticipate substantial assistance from sponsoring
agencies relating to accessing existing data bases, participation of key personnel, etc.

The cities and communities comprising the central portion of San Bernardino County
(e.g. Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Redlands, Rialto,
San Bernardino, Yucaipa, Lake Arrowhead, Bloomington, Mentone, the mountain
area and unincorporated Valley areas).
