facilities should the requesting group be required to pay. These are funds which assist
the department in offsetting some of the on-going maintenance and repair costs for keeping
facilities available. There are no City funds directly involved with doing this event.

REQUEST FOR WAIVER OF FEES
IN THE AMOUNT OF $231. 00
FOR USE OF SECCOMBE LAKE
PARK AND FACILITIES BY
RETURNING HOME, INC.
Returning Home, Inc. a local non-profit organization, has
requested the use of Seccombe Lake Park, the Pavilion and the
Concession building to provide an Easter festival for the
homeless. The goal of the organization is help as many of the
homeless as possible to move back into the community as
productive citizens. They do this by assisting with literacy
programs, career development, motivational efforts and other
resources which hopefully will lead the homeless individuals
into meaningful and life fulfilling experiences.
This group held its first such event during Thanksgiving week
1992 and they were successful in reaching approximately 300
individuals. They served more than 300 meals, handed out jobs
information, held a resume writing work shop and placed at
least one individual into a job as a diesel mechanic.
Returning Home, Inc. is a newly formed organization and thus
does not have a lot of operating funds; therefore, they have
requested a waiver of fees involved with the use of the park
and facilities.
Resolution No. 91-35 allows the Mayor and Common Council to
exempt non-profit corporations and associations, organized
primarily for patriotic, civic betterment or charitable
purposes, from the rates and fee schedule for the use of park
and recreation facilities, services and equipment under the
condition that paying the fees would create a hardship or if
the event is of unusual benefit to the citizens of San
Bernardino.
This event is certainly aimed at civic betterment and at
correcting social ills that affect all of our citizens.
Therefore, it is the recommendation of this department that
fees in the amount of $231. 00, which are for the use of the
park, the pavilion building, and the concession building at
Seccombe Lake Park, be waived in the interest of providing a
positive activity to assist the homeless in our community.

RE: Waiver of "All" User Fees for Seccombe Lake Park and Refuse
Ladies and Gentlemen:
On April 11 , 1993, Returning Home, Inc. is planning it ' s First
Annual Easter Festival for the homeless. We expect to be serving
meals to three hundred of our homeless and hungry population.
In addition to food, a career development person and other
resource people will be present with valuable information for
those in attendance. We hope to use the park Pavillion in case
of rain.
Returning Home, Inc. , is a non-profit organization of local
origin. It is our goal to return as many of the homeless as
possible into the community by helping them to acquire and
maintain a home of their own.
Consequently, we are asking that you waive any and all fees,
including all Refuse fees, that might otherwise be charged for
events held in the park.
Brochures enclosed explain more fully our aims and programs.
