A new CIP has been prepared during most of the intervening fiscal years , and the attached program is a continuation of that practice. Projects are included in the CIP for which there is a "reasonable expectation" that funds can be secured. The first year, 1992/93 , of the program represents those projects actually included in the current budget. Projects listed in the subsequent four years represent our best projection of available funding. A listing is included at the end of each of the seven categories of those projects proposed, but for which there is not a reasonable expectation that funds will be secured. No attempt has been made to prioritize those projects without an identified funding source. It should be emphasized that the CIP is a guideline, and not a commitment. Priorities and funding appropriations will be reviewed annually in connection with adoption of the annual budgets, and appropriate adjustments can be made. Enactment of AB 1600 has provided additional impetus for adoption of the CIP. This bill provides that a local agency must have an adopted program in order to collect development fees. A Notice of Exemption from provisions of CEQA will be filed, as provided by Resolution No. 90-217 . We recommend that the CIP for 1992/93 - 1996/97 be adopted. 3-8-93 0264 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO ADOPTING THE 1992/93 TO 1996/97 CAPITAL IMPROVEMENT PROGRAM. 3 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE 4 CITY OF SAN BERNARDINO, AS FOLLOWS: 5 SECTION 1 . The 1992/93 to 1996/97 Capital Improvement 6 Program, attached hereto marked Exhibit "A, " and incorporated 7 herein by reference as though fully set forth, is adopted as the 8 policy of the City of San Bernardino relating to construction of 9 capital improvement projects . 10 SECTION 2 . A review of the Capital Improvement Program 11 shall be conducted during each annual budget review, and adjust- 12 ments made as deemed appropriate by the Mayor and Common Council. 13 SECTION 3 .
