from the Charmers settlement, be approved for the purchase of
equipment to be utilized in conjunction with public access and an
EOC/Public Information Distributior. Prcgram as set forth in
Attachment. "A".

STAFF REPORT
PUBLIC ACCESS
The Chambers settlement specifically addressed the City' s role in
the assumption of PEG Access responsibility on behalf of Chambers
Cable. The issues of training and equipment were essential items
addressed. In order to provide sufficient equipment (production
and editing) to public access users it is necessary to add the
above systems to the one and only Public Access VHS system the
Telecommunications Division now has available. Emerging
technologies have become available necessitating the change from
VHS, a home camera/editing technology to Hi-8 , a technology which
improves the quality of access productions and based on staff
research Hi-8 is fast becoming the standard technology of the
CATV industry. The addition of this equipment will allow CATV to
put three (3) access productions in the field at once. At the
last PEG training seminar held March 23 & 25, 1993, nineteen
citizens attended the classes indicating a renewed interest in
public access use. This much needed equipment will allow CATV to
service the needs of new public access producers .
EOC/PUBLIC INFORMATION DISTRIBUTION PROGRAM
In an effort to make Channel 3 an informational resource to the
community I have outlined a plan for the establishment of an
immediate informational response cablecast system. This effort
is being coordinated with the Police and Fire Departments and
will be activated based upon a established set of criteria.
Criteria being discussed are hostile actions endangering life or
property, earthquake/disaster plans, street closures due to
fire/police requests to maintain a controlled or safe environment
and police/fire identification assistance. In addition to the
above I am contacting local radio stations and cable system
operators to ascertain their interest in the establishment of the
San Bernardino Emergency Broadcast System (SBEBS) . Their part in
the SBEBS will be to request that their listeners/viewers tune to
Channel 3 in the event of a system activation for emergency
information.
The purchase of the listed equipment will allow CATV the ability
to go "live" from EOC or another location from the basement of
City Hall to cablecast pertinent information by the Police/Fire
public information officer without having to waste time bringing
equipment from the Production Center located at the Public
Enterprise Building on Highland Ave.
