From time to time CDBG reviews, subsequent to June and prior to award of the next grant, have been conducted for various reasons. Such is the purpose of this agenda item. Currently, there are sufficient funds in the CDBG Appropriated Reserve to underwrite the attached listing of fire equipment eligible projects. Under the Department of Housing and Urban Development (HUD) regulations, it is prudent that the City obligate its existing funds expeditiously and that the implementing City Departments carry out approved projects quickly and effectively. Federal regulations require a citizens review and Public Hearing attendant to consideration, discussion and approval of newly proposed CDBG-funded projects. Pursuant to this, the Community Development Citizen Advisory Committee (CDCAC) reviewed the attached referenced requests on April 1, 1993 and recommended the Council approve same as submitted. A majority of the City Fire Department equipment is of 1960 and 1970 vintage. Because of consistent use and age of the equipment, there are resulting high maintenance costs and the distinct possibility the combination of these factors could render the equipment inoperable in an emergency situation. Replacement of the items is important. Although the attachment contains a comprehensive list submitted by the Fire Department, funding availability limits funding of only certain items. In consultation with the Fire Chief, a more specific recommendation will be submitted to the Council at the proposed Public Hearing. While it is untimely to discuss the funding of the projects in detail at this time, it is appropriate to schedule a public hearing for this purpose to solicit and consider the comments of citizens. Arrowhead Avenue San Bernardino Paramedic Engine $ 280,000 $3,166,490 Total $ 280,000 GRAND TOTAL $3,166,490 �l DEVELOPMENT DEPARTMENT OF THE CITY OF SAN BERNARDINO NOTICE OF PUBLIC HEARING COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)-FISCAL YEAR 1992/1993 The Mayor and Common Council of the City of San Bernardino will conduct a Public Hearing regarding the proposed Mid-Year FY 1992/1993 Community Development Block Grant (CDBG) statement of objectives and projected use of funds during the Council meeting scheduled for April 19, 1993, at 11:00 a.m. The purpose of the Public Hearing is to review proposals requesting Community Development Block Grant assistance for Mid-Year FY 1992/1993, to obtain the views of citizens relative to the City's community development and housing needs and to hear comments on the proposed recommendations for the development of the Amended Statement. Recommendations for the proposed use of funds have been prepared by staff of the Development Department and the Community Development Citizen Advisory Committee. The recommendations are designed to principally meet the community development needs of low and moderate income citizens and contain projects that: 1. Provide and protect housing stock. 2. Provide a suitable living environment. 3. Provide economic development opportunities. 4. Address health and safety needs of the community. Copies of the Amended Statement of Objectives and Projected Use of Funds are available in all City libraries; the Development Department, 201 North "E" Street, Third Floor, San Bernardino, California; Mayor's Office, sixth floor, City Hall and the City Clerk's office, second floor, City Hall, Located at 300 North "D" Street, San Bernardino, California. HENDERSON Executive Director SUBJECT: CONSIDERATION OF REQUEST FOR FINANCIAL ASSISTANCE DATE: March 3, 1993 COPIES: EDA-Administrator; Deputy Director; Project Manager Hassel; Development Specialist Muna-Landa; File ------------------------------------------------------------------------------- Recently the Development Department staff has received requests for the utilization of CDBG funds. In harmony with current grant conditions placed on the expenditures of such monies, it is prudent and necessary to consider and expedite the process of these requests. Currently we have ample CDBG reserves to underwrite portions of requests for projects that would utilize the funds for fire fighting and housing purposes . The bulk of the City Fire Department's equipment is quite old -- i.e. 1960-1970 vintage. The age of such equipment is responsible for high maintenance costs and there is the distinct possiblity of breakdown during the time of an emergency. Repair is no longer an option and replacement is imperative. Housing has become a large part of HUD's budget. As a result the request for housing is clearly in harmony with HUD activities. The approval of the request will both enhance the quality of rehabilitation projects or allow them to occur. The shelter of low and moderate income persons is a target that will be met by approving the referenced projects. Staff recommends the Community Development Citizens Advisory Committee recommend that the Mayor and Common Council approve the referenced projects subject to a subsequent budget resizing of the projects. Staff will advise the CDCAC of the resulting costs and projects. This strategy is necessary because there is not a sufficient "free balance" of funds to underwrite all the projects and time is of the essence. KENNETH J.
