Financial Impact:
The total estimated cost for installing the stop signs and pavement markings will be
approximately $ 3,500.00. It will come out of account 126-400-0093-5111.

Synopsis of Previous Council Action:
None.
Background:
Garner Avenue at 15th Street and Garner Avenue at Evans Street:
The Public Works Department received a request to evaluate the traffic safety on
Garner Avenue in the vicinity of Roosevelt Elementary School. Several
recommendations were made to enhance safety and are in the process of being
implemented. However, in the course of the evaluation, it was noted that two
intersections that intersect Garner Avenue directly in front of the school are currently
uncontrolled. These intersections are Garner Avenue at 15th Street and Garner Avenue
at Evans Street. Both of these are "T" type intersections.
Traffic Engineering Staff determined that traffic and pedestrian safety will be enhanced
if these two intersections are controlled. Consequently, staff recommends that a one-
way stop be installed at each of these intersections. It is proposed that both 15th Street
and Evans Street stop on the westbound approach to each of these intersections.
Ohio Avenue at Brenda Lane:
The Public Works Department received a request to evaluate the intersection of Brenda

Lane and Ohio Avenue for a one-way stop. Ohio Avenue and Brenda Lane is an
uncontrolled "T" Type intersection in a residential area.
Traffic Engineering Staff evaluated the request and found visibility is very limited on the
eastbound approach to the intersection and looking south. The visibility concerns are
mainly caused by landscaping at the corner lot at this location. Staff determined that a
stop sign on the eastbound approach to the intersection would alleviate this concern.
Staff recommends the authorization to install a stop sign on the eastbound approach to
the intersection of Brenda Lane and Ohio Avenue.
State Street at College Avenue:
The Public Works Department has received several requests to evaluate the
intersection of State Street and College Avenue. Residents are mainly concerned with
the safety of school pedestrians that cross at this intersection on their way to/from
school. There are three schools immediately adjacent to the intersection including
Kendall Elementary School and two special education schools.
Traffic Engineering Staff evaluated the intersection. This is a "T" type intersection that
is currently controlled by a one-way stop. Staff found that the intersection meets
warrants for a traffic signal. Staff further recommends installation of 3-way stop at this
location until a traffic signal can be designed and installed. This action is consistent
with the California Manual on Uniform Traffic Control Devices (CAMUTCD), which
allows the installation of multi-way stop controls as an interim measure until a traffic
signal is constructed.
It should be noted that in the course of the investigation, a petition (See attached) was
received by staff with several hundred signatures requesting that stop signs/signals be
installed at this intersection.
Staff therefore recommends that the attached Resolution be approved authorizing the
installation of a 3-way stop sign at the intersection of State Street and College Avenue.
The attached Resolution includes existing stop signs that were previously approved on
Garner Avenue under other resolutions. For consistency it is recommended that they
also be included under Resolution No. 655.

Schools,have started a petition to hopefully get the much needed help to put up a stop sign at the a
corner of State Street and College Avenue. �°

Kendall/Carmack/Harmon Elementary School parents have started a"Traffic Safety Petition" o
our reasoning's for this,is the ongoing traffic accidents that occur in front of Kendall/Carmack/ >
Harmon Elementary Schools.As noted by the documentation and pictures I have attached.
several of these accidents that has had the parents and students of the complex involved.
We have contacted the city regarding the on-going issues,they have stated they are aware of the
situation.I have also made several attempts to set up a meeting with the councilman Henry °
Nickel,Ward 5.At this point we have not meeting set up and have made no headway to protect a
the students from these continual accidents.
Also,it was brought to our attention,that the Cal State students cut through the El Polo parking
lot to use State Street as a short cut to beat the University Parkway traffic to the freeway at the
3:30 dismissal time.In doing so they are causing traffic jams,not stopping at crosswalks,and

causing accidents.A parent stated that she witnessed a gentleman walking in the crosswalk with
his child and almost being hit by a car. The car never stopped or slowed down to make sure they
made it across safely. U
