Synopsis of Previous Council action:
12-21-92 The Real Property Section of the Public Works Department was authorized and
directed to proceed with the proposed street name change from Guthrie
Street to READING WAY (from Highland Avenue to Pacific Street)
Recommended motion:
1. Adopt Resolution

2. That the Public Hearing on the proposed street name change of Guthrie Street to
Reading Way, between Highland Avenue and Pacific Street, be closed, and the
proceedings be terminated.

STAFF REPORT
The change in the name of Guthrie Street between Highland Avenue and Pacific Street
was requested by the Oak Tree Group representing Autumnwood Apartments. This request
was based on the expectation that changing the street name would have a beneficial
effect on the neighborhood.
On 12-21-92, the Real Property Section of the Public Works Department was authorized
and directed to proceed with the proposed street name change from Guthrie Street to
READING WAY (between Highland Avenue and Pacific Street) .
Students at Emmerton Elementary School participated in determining a new name for
Guthrie Street. Of the names nominated, READING WAY was selected as the most appro-
priate. Oak Tree Group was informed of the name chosen by the school and agreed with
this selection.
On 01-08-93, City Departments were notified of the proposed name change, (Engineering
Division, Assistant City Engineer, Fire Department, Planning/Building and Safety
Department, Police Department and the Traffic Engineer) , and given an opportunity to
comment on the proposal . No objections were received from any City departments.
There are 19 single family residences, 20 four-plexes, one or two businesses, and one
apartment complex affected by this proposed street name change. Approximately 125
notices were mailed to the property owners and tenants. 58 notices have been returned
as "undeliverable" or "vacant" property. Also, we have received four written objec-
tions from property owners in the single family residences along with several phone
calls voicing objections to the street name change. No objections were received from
property owners or tenants in the four-plexes.
Oak Tree Group has paid the $500.00 street name change processing fee. The petitioner
will also be responsible for the cost of installing new street name signs between
Highland Avenue and Pacific Street.
The property owners and tenants have all been notified of the proposed change of name
as a matter of course in these proceedings, and they have all been advised of their
opportunity to appear at the Public Hearing.
The Public Hearing for this matter was scheduled for March 1, 1993. Letters were sent
to all property owners and tenants notifying them of this date. However, since the
March Council Meetings have been deferred for one week, the Public Hearing will be
held on March 22, 1993. This schedule is necessary in order to allow sufficient time
to notify all affected parties of the new date.
The attached Resolution is presented for your consideration in the event that you wish
to proceed with changing the name of Guthrie Street. The formal notice of Termination
is presented in the event that you wish to terminate the proceedings.

5 RESOLUTION OF THE CITY OF SAN BERNARDINO CHANGING THE NAME OF
GUTHRIE STREET (BETWEEN HIGHLAND AVENUE AND PACIFIC STREET) TO READING WAY,
6 WITHIN THE CORPORATE LIMITS OF THE CITY OF SAN BERNARDINO, EFFECTIVE AS OF
THE DATE OF ADOPTION OF THIS RESOLUTION.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
8 SAN BERNARDINO AS FOLLOWS:
9 SECTION ONE: That the name of Guthrie Street (between Highland
10 Avenue and Pacific Street) is hereby changed to read READING WAY, with an
11 effective date of September 1, 1993.
12 SECTION TWO: The City Clerk of the City of San Bernardino shall
13 cause a certified copy of this Resolution to be recorded in the office
14 of the County Recorder of the County of San Bernardino.
