STAFF REPORT
The County of San Bernardino, Department of Public Social Services,
has submitted a request for a waiver of fee in the amount of $200
for the installation of a street banner to be erected April 26
through May 7, 1993 to promote Foster Parent Recognition Month in
May. Their letter dated February 23, 1993 is attached for your
information.
The banner will be hung at "E" and Church Streets across from the
Feldheym Library as the "Bridge" location originally requested is
already reserved for that time frame. Since the nature of the
activity is of benefit to the community at large, it is recommended
that the request for the waiver be approved.

Dear Mayor of San Bernardino:
Each May the San Bernardino County, Department of Public Social
Services, recognizes the efforts foster parents make on behalf of
the hundreds of foster children placed in their care each year.
The activities include the recognition of Foster Parents of the
Year, one from each of the districts, at the first Board meeting in
May. At this time, the Board of Supervisors proclaim May as Foster
Parent Month. The foster parents are honored at a reception at the
County Government Center and, later, at luncheons held at various
locations throughout the county. The events have been highlighted
by the hanging of a banner across "E" Street in San Bernardino.
The banner acknowledges the contribution foster parents make to the
Department of Public Social Services Child Welfare System.
In the past, the County has paid a fee of $100 .00 to have the
banner hung. This fee was raised to $200. 00 last year (1992) . We
are requesting this fee be waived. There are a great many foster
families residing in the city of San Bernardino and many more who
regularly patronized businesses in the down town area. The
placement of the banner signifies the support the governing body of
the city has for this group of citizens. The banner will also
serve to remind other residents in the community of the growing
problem of child abuse and neglect, and the need for all of us to
do whatever necessary to help prevent abuse and preserve families.
We hope the Council will consider our request to have the fee
waived for this worthy cause.
