STAFF REPORT
COURT STREET DIAGONAL PARKING
When the Commission approved a pilot or experimental diagonal parking
striping on Court Street between "D" and "E" Streets July 6, 1992, the
staff indicated it would subsequently report on the results to the
Commission. Sufficient time has elapsed to accurately assess the
effectiveness of the changes and determined if the diagonal parking
should be made permanent.
In October, 1992, the Public Works Department, upon recommendation by
Projects for Public Spaces (PPS) and approval of the Mayor and Common
Council, provided temporary diagonal parking striping on Court Street
and limited that parking to two (2) hours on the south side of the
street. The objectives of this experiment were to slow traffic on
Court Street between "D" and "E" Streets, provide additional on-street
customer parking and enhance pedestrian activity in the area.
Simply stated, the experiment has been a success from a subjective,
objective and business perspective. PPS (see attached letter) feels
the changes should be made permanent, has initiated a time and motion
study of the area and will report to staff shortly on its findings
regarding the possibility of making diagonal parking a permanent
improvement on Court Street. Agency staff will work with the Public
Works Department staff to develop recommendations for consideration by
the Council.
Public support for this project has been enthusiastically supportive as
the attached letters and petition from local businesses will attest.
Staff is encouraged by the show of support from local merchants and the
apparent success of this project. Indeed, they urge similar efforts on
other downtown streets. After a more in-depth analysis of the impacts
of this project have been completed, staff will come forward with a
recommendation concerning the placement of permanent improvements on
Court Street between "D" and "E" Streets and the possibility of
extending this experiment from "D" Street to Arrowhead Avenue.
Because this is an information item only, no action is necessary.
Staff recommends adoption of the form motion.

We are writing to update you on our observations and thoughts with regard to the
diagonal parking experiment on Court Street. As you know,we have completed time-lapse
photography of the street both before and during the experiment, and have been able to
see the street firsthand under both situations.
While we have not conducted specific counts and analysis of the time-lapse film, we have
reviewed the footage that was taken. From the film,we did not observe any problems for
drivers using the street. There was no observable congestion and different sizes of vehicles
seem to be able to navigate within the lanes. The expected result of slower traffic speeds,
due in part to the stop-and-go nature of people looking for parking spots and waiting for
others to back out of a space, has indeed occurred. It appears that pedestrian volumes
hart increased (as more people are parking on the street) and many are using the new
crosswalk at the Breezeway. We plan to do more detailed counts in the near future to
document these and other changes.
From what we have observed, we see no reason why the experiment should not be made
permanent and extended onto the next block of Court Street. A decision on this should be
made prior to beginning the planned streetseape improvement for the block.

As you are all keenly aware the distribution of parking in the downtown
area continues to be an unrelenting problem. Recently, however a temporary
plan was instituted as a trial for alleviating some of our problems. The trial
consisted of allowing angled parking on Court St. This simple arrangement has
proven to be highly successful in that it has more than doubled our street
parking at virtually no cost to the city. It provides quick, convenient parking to
clients and businessmen without any obvious (any) detriment to traffic.
greatly appreciate your continued concern over this problem that
constantly thwarts our ability to compete with more spacious areas outside of
the city center. I would like to compliment all those who had the foresight and
3 initiative to adopt and institute this trial. Now I would like to urge you as
strongly as I can to make this form of parking permanent on Court St. But
beyond that I would further urge you to adopt the carne an lid arail.el

+�= conducted on Court St. I believe that such action would not only greatly increase
convenience parking for our businesses, but would also help make the area safer
±. and more attractive for pedestrian consumer use by slowing the traffic. On this
j ; note, downtown is becoming a very pleasant area esthetically so that the need to
sustain a high velocity thoroughfare on E St, is not clear and, in fact, seems to be
in conflict with the highest and best use for the vicinity.

Approximately six months ago, Angle parking was initiated on Court Street for a trial period.
The Angle parking has proven to very successful as it increases parking, slows traffic and creates
an environment conducive to pedestrian traffic.
As the primary organization responsible for the revitalization of Downtown, the Main Street
Advisory Board strongly urges the Council to make angle parking permanent on court Street.
We would also encourage angle parking to be implemented on "E" Street.
