Synopsis of Previous Commission/Council/Committee Action:
03-07-92 - An amount of $800 , 000 included on list of projects to be
financed from Tax Allocation Bond Funds (at Commission
Budget Priority Workshop) .
09-08-92 - Allocation of $800 , 000, from bond proceeds , approved to
finance costs of improvements on Highland Avenue.
09-08-92 - Resolution adopted authorizing execution of Design Reim-
bursement Agreement.
11-04-92 - Resolution No. 92-455 adopted authorizing execution of
Development Agreement No. 91-02 .
03-03-93 - Plans approved and authorization granted to advertise
for bids, for permanent traffic signals, and installa-
tion of temporary traffic signals.

Recommended Motion:
That the payment of $13 , 333 , as the City of San Bernardino and the
Economic Development Agency' s share of the cost for installation of
traffic signals at Highland Avenue and Boulder Avenue, from the
$800,000 allocated under Account No. 650-0170 for street
improvements in connection with the Wal-Mar Development, be
approved.

STAFF REPORT
Authorization for Payment of City' s and EDA's
Share of Cost - Temporary Traffic Signals
at Highland Avenue and Boulder Avenue
Approval for temporary traffic signals was given at the
Commission meeting of 3-08-93 . The form motion stated that all
costs would be paid by the Developer, in accordance with the
legal opinion by the City Attorney' s office.
However, a proposal was made at the Commission meeting that the
cost be divided equally between the City of San Bernardino,
Economic Development Agency and Developer. There was an indica-
tion of acceptance of this proposal, but no formal action was
taken to amend the recommended form motion.
An amount of $800, 000 has been allocated from Tax Allocation Bond
Funds, under Account No. 650-0170, to finance the costs of street
improvements in connection with the Wal-Mart Development. It is
recommended that the total of the City' s and EDA' s shares,_ 2/3 of
total estimated cost of $20 , 000, be financed from these funds.
The Developer has a contractual arrangement with an Electrical
Contractor. This Contractor has all of the necessary equipment
for the temporary signals . Therefore, the Contractor can start
as soon as the necessary Encroachment Permit is secured from
Caltrans.
Caltrans has agreed to provide the traffic signal controller for
the temporary signals.
Upon receipt of the Encroachment Permit, the Contractor will
commence work. A bill will be submitted for the City' s and EDA' s
share of the actual costs, upon completion of construction.
We recommend that payment be approved.
