FROM: TRAFFIC SAFETY ADVISORY COMMITTEE
SUBJECT: 18TH Street Closure at Arrowhead Avenue
DATE: April 26, 1995
COPIES: Shauna Clark, File 13.1U, Reading File
A proposal to close 18th Street was considered at the Council
meeting of February 6, 1995. Action was taken to refer this item
to the Traffic Safety Committee for review.
The Committee reviewed this item at their meetings of March 8,
1995 and April 19, 1995. Additionally, a subcommittee meeting
was held on March 21, 1995, to discuss this item. Property
owners/tenants were notified of the meetings.
Feedback, received from the property owners/tenants prior to, and
during the meetings, showed that homeowners are overwhelmingly in
favor of the closure. Businesses, however, do not show a clear
consensus on the issue. Those against the closure fear that
limited access will create adverse impact to the viability of
their businesses.
Concerns were raised at the Committee meeting regarding the
possible adverse effects to side streets due to the increased
traffic on adjacent streets. Since these effects are difficult
to predict without actually closing the street, the Committee
recommended the following:
o Close 18th Street with removable barricades for a trial
period of 6 months. During this time, Traffic
Engineering Staff will monitor area and evaluate the
effects of the closure.
I trust the recommendation by the Traffic Safety Committee will
be helpful to the ayor and Council in making a decision on
this propo
