This item requested a resolution of the City of San Bernardino awarding a purchase order to Dictaphone Corporation for the purchase of a logging recorder system. This system is to be used by the Police Department in accordance with Bid Specification F95-16. The matter was continued until the May 15, 1995 meeting. The reason that this item was continued was due to a vendor request for explanation of why the bid was to be awarded to other than the low bidder. In review of this proposed procurement, it became apparent that a Request for Proposal would have been more appropriate than Notice Inviting Bids. Therefore, staff recommends that competitive negotiations be authorized. A source selection committee will evaluate and negotiate with Dictaphone, Lanier and Stancil (substituted per Goserco's request) . This committee will consider price and evaluate technical considerations and recommend the most advantageous solution for award of a purchase order. The current system lacks sufficient capacity to record radio talk groups added through 800 MHz and, by virtue of its age, needed to be replaced. Three vendors returned complete bid packages including: Lanier, $83, 222 ; Goserco, $83 , 916; and Dictaphone, $119, 870 . 58 . An evaluation committee thoroughly reviewed all three bids and attended vendor demonstrations for each product . RECOMMENDATIONS Although Dictaphone is the more expensive system, it is unanimously recommended by the evaluation committee as the only product that meets all bid specifications, offers an excellent performance history, and does not pose the risk of "cutting edge" technology. FINDINGS The purpose of the City' s logging recorder equipment is to record police/fire telephone and radio audio that may be used as evidence in criminal investigations, civil rights litigation, and other civil lawsuits . The recorder is housed in the Police Department' s communications facility and records continuously, 24 hours-a-day, 7 days-a-week. Tapes are stored for one year. Because the mission of this equipment is primarily protection against litigation, product performance, reliability, security and research capabilities were considered essential factors in making a choice. Dictaphone' s ProLog system, marketed more than a year ago, met all bid specifications, offers time-saving research capabilities and provides excellent security. The committee talked to several Dictaphone customers who have ProLog systems and each expressed total satisfaction with the equipment' s performance, reliability and research features . Lanier' s 848 Digital Logging recorder is in a "beta test" phase of development and has not been marketed. Their new product would theoretically meet bid specifications, however it was not yet available for demonstration and did not have a firm availability date . The equipment demonstrated did not meet specifications. Goserco bid a TEAC CR-400 logging, .recorder that is also cutting edge technology. Although several TEAC systems have been sold, none were operational yet. This recorder failed to meet one bid specification of importance. This logging recorder system will be the primary source for audio logging at the new Central Police Facility. The funds for this purchase are being provided by the 800 MHz Project . Recommendation This report recommends that the 800 MHz Committee move forward with the purchase of a Dictaphone 9900 Pro-Log digital logging recorder system. After evaluating all three public bids, we recommend approval of Dictaphone Corporation' s proposal . Findings 1 . Project History In 1993 , Motorola presented the City with a proposal for a City owned trunked 800 MHz communications backbone . This proposal included modifications to the Police Communications Center' s dispatch consoles and a new digital logging recorder system. Motorola chose to specify a Dictaphone 9900 Pro-Log digital logging recorder in their proposal . Early in 1994, the Dictaphone 9900 Pro-Log digital logging recorder was removed from the 800 MHz Project budget in an attempt to reduce the overall cost of the project . The San Bernardino Police Department, seeing the need to replace its decade-old Dictaphone 5500 analog logging recorder system, ` agreed to fund the purchase of the new digital logging recorder with asset forfeiture funds. THE SBPD IS COMMITTED TO PROVIDING: PROGRESSIVE QUALITY POLICE SERVICE; A SAFE ENVIRONMENT TO IMPROVE THE QUALITY OF LIFE; A REDUCTION IN CRIME THROUGH PROBLEM RECOGNITION AND PROBLEM SOLVING Dodie A1sop, Chief Dispatcher Digital Logging Recorder Bid Evaluation Report March 13, 1995 Page 2 Changes in the manner in which property is seized by the Police Department caused the asset forfeiture account to be reduced by over half of its projected size . This critical reduction in funds forced the Police Department to remove the digital logging recorder system from its asset forfeiture budget for fiscal year 1993/1994 . Agreeing that replacement of the analog logging recorders was necessary, Assistant City Administrator Fred Wilson (executive manager for the 800 MHz Project) added a digital logging recorder system to the 800 MHz Project budget . Mr. Wilson mandated that this purchase be controlled by the open competitive bid process, rather than allowing it to be a sole- source purchase through Motorola. 2 . Product Specifications Using the Motorola specification for the Dictaphone 9900 Pro- Log as a baseline, the Police Department developed a set of specifications for the open bid process . Using the experience gained from the construction bid process for the Central Police Facility, the Police Department decided to use a sample bid specification package provided by Dictaphone Corporation. Vendors electing to bid on this project would be required to bid a product that is equal to the Dictaphone 9900 Pro-Log digital logging recorder. Using the Dictaphone 9900 Pro-Log digital logging recorder bid specifications as a baseline ensured that the Police Department would be supplied with a high-performance product compatible with, and equal in quality to, our new Motorola trunked radio system. The Central Police Facility bids regularly quote specific products and allow vendors to submit proposals for products that are equal in performance and quality to those specified. This open bid project has done the same. 3 . Grading Process Each product was graded individually using a scale from 0 to 4 . The rating values are defined on the first page of the Bid Specifications Comparison Summary that is included with this report . Grades were assigned to each specification item after reviewing the vendor' s bid documentation and after witnessing a private 90 minute demonstration of each product . After individual evaluations were completed, the results were merged into larger comparison documents for ease of overall review. Dodie Alsop, Chief Dispatcher Digital Logging Recorder Bid Evaluation Report March 13, 1995 Page 3 Having a higher numeric score does not indicate that a product is superior to another, rather it is more important that a vendor not be rated unacceptable in any specific section. Noted in the report are some instances where a vendor or vendor (s) did not meet our written specifications . However, after viewing their products it was agreed that simply not meeting the written specifications did not compromise our operational objectives on those items . In some instances, after viewing all three products, we agreed to waive certain requirements for all vendors (such as Item 6 . 11, CRT Touch Screen) . 4 . Product Summary A. Lanier Digital Logger 848 Lanier demonstrated their Digital Logger 848 with a DOS based workstation. This workstation fails to meet our specifications in four critical areas . The DOS version of this product simply cannot perform the complex research functions that the Police Department requires . Lanier indicated during their demonstration and in their bid proposal that they were relying upon a future release of a Windows based workstation to meet our specifications. They said that this new workstation is in "beta" testing at this time, however they elected not to present it for our review. Because this product is still in "beta" test, and a firm release date is not available, this product must be considered as unacceptable. Recommending the purchase of a product that cannot be evaluated before purchase goes against sound purchasing fundamentals and is not a wise course of action for such a critical piece of equipment . B. Goserco TEAC CR-400 Series Digital Logging Recorder Goserco demonstrated the TEAL Windows based CR-400 series digital logging recorder system. After reviewing the product and reducing some of our specification requirements, without limiting performance or compromising our operational objectives, we find this product meets all of our needs and exceeds our specification requirements in three areas . After reviewing this product, we find that it adequately meets a large portion of our needs . However, there are three serious concerns that forced us to recommend the Dictaphone product . Instant Playback Modules TEAC has confirmed in writing that they can only offer 240 hours of instant playback per digital recording module . Our bid package requires 320 hours of instant playback. Both of the other vendors meet or exceed this requirement . TEAC indicates there is a physical hardware limitation that prohibits them from meeting our requirement . TEAC is only able to provide 700 of the instant playback requirement . We find this unacceptable because it severely limits our future growth. The Police Department expects to add Fire Communications and other possible contract communications services to this logging recorder over the course of its 10-year life. Starting the life span of this new product with a 3001 reduction in our required instant playback time sets us at a serious disadvantage . TEAC has indicated if technology allows for an increase during the next 12 months, they will provide the additional space for free, but they make no promise and offer no guarantees regarding this issue . 2 . Product Stability As of today, there are no TEAL CR-400 digital logging recorders in service anywhere in the United States . On March 8, 1995, Mr. Al McGowan, TEAC' s National Sales Manager, told Dispatch Supervisor Michael Eckley in a telephone conversation that there were no TEAC CR-400 presently in service. He indicated that about 18 units have been sold and installation is pending on each of those systems . The first TEAL CR-400 is presently being installed at the Levinworth County Sheriff' s Communications Center in Levinworth, Kansas. That system is not expected to be online for another week. Ms . Debbie Toomey cautioned us about considering a product with absolutely no proven track record. She used the analogy of buying a car during its first model year. Oftentimes, mistakes cause a new product to be recalled or modified once they are placed in service. She advised us to weigh very cautiously the purchase of a new product for this Dodie Alsop, Chief Dispatcher Digital Logging Recorder Bid Evaluation Report March 13, 1995 Page 5 critical civil liability protection tool . This, coupled with the fact that we know of a weakness in the instant playback area, reinforces the fact that this product should not be considered at this time . 3 . Vendor Service Goserco has been very responsive to us during the bid evaluation process . However, we cannot comfortably state that we are fully satisfied that they have the means necessary to meet our service and liability needs . Until we told Goserco that we would reject their product without a bid performance bond, they refused to meet that requirement . Goserco is still unable to actually provide a performance bond, and sought assistance of TEAL in this area. Mr. McGowan has told us that he will provide the necessary performance bond, thus underwriting his vendor, Goserco. While it is reassuring to know that TEAC has faith in Goserco, it still cannot be overlooked that Goserco does not have the financial strength to complete this sale on their own. Their weakness in this area, added to the fact that they are an out- of-state business, with a small one-man service shop operated out of a house, serves as a warning that they are not ready to handle a client of this magnitude. Had this product been bid solely by TEAC rather than through a private reseller, this would not be an issue . C. Dictaphone 9900 Pro-Log Digital Logging Recorder Dictaphone Corporation demonstrated their Windows based 9900 Pro-Log digital logging recorder system. Because this product served as the baseline for all of our specifications, it was found to be compliant in every area. While it clearly meets our needs, it is in excess of $40, 000 more than the TEAC CR-400 system. Dictaphone offers a trade-in allowance of $8, 000 for our existing Dictaphone 5500 logging equipment . They also have told us that they will leave the equipment on-site ' and do not care if we retain it or dispose of it . Dictaphone has been asked to confirm this in writing. The following items are not exactly bid specification Dodie Alsop, Chief Dispatcher Digital Logging Recorder Bid Evaluation Report March 13, 1995 Page 6 items, however, Ms . Toomey has told us to consider each of these items strongly. 1 . Product Stability The Dictaphone 9900 Pro-Log digital logging recorder is widely in use in all facets of the public safety communications environment . It is also widely used and accepted in the financial market . Dictaphone has installed Pro-Log systems configured as large as New City Police Department' s 4800 channel system that is in use today. This high percentage of the user market serves as an indication that this system has already been tested, evaluated, and proven to meet the needs of government and private industry alike. The other two vendors are just beginning to scratch the surface of the user base that is already committed to Dictaphone products . 2 . Dictaphone Relationship with City of San Bernardino Dictaphone has provided analog reel-to-reel logging recorders for the San Bernardino Police and Fire Departments for more than 20 years . The City � I considers the products they have used to be durable, reliable and worth more than their initial investments . Our present Dictaphone 5500 units have exceeded their life expectancy by three years . These units have been subjected to violent power supply problems caused by problems with the City Hall RUPS system. Dictaphone has always responded in a timely fashion and replaced the damaged parts immediately. They have never questioned us or challenged us about these problems. In summary, their service has been outstanding. 3 . Trade-In Value Ms . Toomey asked us what the resale value of the TEAL product would be in ten years . We spoke with Mr. Larry Goin, president of Goserco, who said that he estimated the trade-in value of the CR-400 would be approximately $8, 000 to $10, 000 in ten years (approximately 10-120 of the initial purchase price) . Our current Dictaphone 5500 system was purchased ten years ago for about $43 , 000 . The Dodie Alsop, Chief Dispatcher Digital Logging Recorder Bid Evaluation Report March 13, 1995 Page 7 trade-in allowance we are receiving for this out- of-date product is $8 , 000 which is 190 of the initial purchase price. There is no market analysis available that will guarantee the TEAC product, if purchased, would ever match this high rate of return. S . References A. Dictaphone 1 . Tustin Police Department Tustin, California Scott Frazier, Communications Supervisor. Staff from the San Bernardino Police Department visited the Tustin Police Communications Center. We had the opportunity to see a fully installed Dictaphone 9900 Pro-Log digital recording system. This was one of the first installation sites . Ms . Frazier said the system has been operating flawlessly since being installed in mid-1994 . She specifically said this system has saved them a great deal of research time . She also praised Dictaphone' s service with regard to this product . Our staff found it easy to operate, simple to understand and responsive to inquiries . While the Tustin Police Department installed a smaller system than what we are planning, our system should perform comparably. 2 . Franklin Resources San Mateo, California Mr. Alan Kornfeld, Telecommunications Manager Mr. Kornfeld told us that he purchased a 32-channel Dictaphone 9900 Pro-Log system installed three weeks ago. Franklin Resources records over 400 channels on a variety of different Dictaphone products. Mr. Kornfeld was so impressed with the performance of his new Pro-Log that he has ordered a larger, 200-channel Pro-Log to replace some of his aging Dictaphone equipment . Mr. Kornfeld looked seriously at the TEAL system, and said that he was not satisfied with the security and/or the service of the vendor. Mr. Kornfeld indicated that two other Franklin Resource service centers also operate Pro-Log systems and are equally satisfied. Bankers Trust New York, New York Mr. Allen Miller, Supervisor Bankers Trust operates a 24-node Pro-Log system that records 480 channels . This system was installed in August, 1994 . Mr. Miller said that he was extremely pleased with the performance of the system and that they had upgraded from Dictaphone 9600 reel-to-reel recorders . He said they have had no service problems and he strongly recommends this product to us . 4 . The Putnam Company Boston, Massachusetts Mr. George Murphy, Manager The Putnam Company operates a 12-node Pro-Log system recording 360 channels . This system was installed during the fall of 1994 . They have had no problems or service calls . Mr. Murphy indicates 0 that his company, like the San Bernardino Police Department, has owned and operated Dictaphone logging recorders for more than 10 years, and because of this would not consider any other product . Mr. Murphy recommends the Pro-Log system without reservation. 5 . Leschner Financial, Incorporated Cincinnati, Ohio Ms. Mary Ellen Peretzky Leschner Financial operates a 3-node 80 channel Pro-Log system that was installed in July, 1994 . They used Dictaphone 5500 logging recorders prior to the Pro-Log and never considered any other product . She strongly recommended the system for our public safety use, and was excited about being used as a reference. 6 . G1enFed Investment Brokerage Los Angeles, California Mr. David Hawley GlenFed Investment Brokerage operates a single-node 32 channel Pro-Log system installed in September, 1994 . Mr. Hawley saw the Tustin Police Department system prior to purchasing his, and indicates that Dodie Alsop, Chief Dispatcher Digital Logging Recorder Bid Evaluation Report March 13, 1995 Page 4 his system has operated just like Tustin' s system, outstandingly. Mr. Hawley was the most positive reference of all that we talked to. He indicated that he had operated a Dictaphone 5500 in excess of ten years and that it was failure free . He considered that it operated so well they cancelled their service contract, as it was less expensive to pay for the very infrequent service calls . He was so proud of his system that several times during our telephone conversation he invited our evaluation team to visit his site and view the product . He indicated that he feels there is no better product on the market and that the product pays for itself in performance and reduction of liability to his firm. B . Goserco/TEAL In a clarification letter, Goserco provided a customer list of 59 different customers. None of these customers own a TEAL CR-400, the product bid in this proposal . our 0 intent in requesting references was to specifically talk with people who own the products we are considering buying. Because of this, none of these references were contacted. In a telephone conversation with Mr. McGowan, he agreed to provide a list of people who have purchased the CR-400 but have not installed them yet . Mr. McGowan provided a list of seven organizations currently pending installation of the CR-400. We talked with Lt. Murray of the Levinworth County Sheriff' s Department, Levinworth, Kansas . Lt . Murray is presently installing the first CR-400 unit . Lt . Murray was unwilling to give a reference about the product other than to state that he was excited about its installation and was busy installing it . As indicated previously, we want to talk to someone who is using the equipment we will purchase . Since none of these organizations are using it yet, none were contacted. Lanier The Lanier system is considered unacceptable because it is sub-standard in four areas of our bid specifications. Because of this, none of their references were contacted. 6 . Trade-In Allowance All three vendors have offered a trade-in allowance on the Police Department' s old logging recorder equipment . Dictaphone, in addition to offering a trade-in allowance, has indicated in writing that they will release their title to the equipment and abandon it on-site . Their written waiver indicates that they have no problem with the City continuing to use this equipment . The other two vendors have indicated that they will remove any equipment traded-in. The Fire Department needs to retain one of our Dictaphone 5500 logging recorders and our stand-alone reproducer. Because of this requirement, the Lanier and Goserco bids only indicate a trade-in allowance for one Dictaphone 5500 logging recorder (Attachment 1, System Pricing Comparison with Options) . Ingels has told me that she wishes to check with Mr. Wilson before releasing Mr. Bemis and I to revisit the locations we tested last summer. She has not yet given me clearance to proceed with any substantial testing. I would recommend that the Police Department wait until Mr. Crabtree' s formal test is submitted, and until we have had an opportunity to experiment with the system before we elect to move operations to the "City System" on a full time basis . If Mr. Crabtree has his test report submitted before April 15, 1995, and we are allowed to test the system after that, the Police Department could be on the "City System" full time before the end of April 1995 .
