STAFF REPORT
The California Energy Commission is currently offering energy efficiency
loans at 4.72% for Energy Efficiency Projects, through May 22, 1995.
On July 05, 1994 the Mayor and Common Council authorized the Facilities
Manager to join the Energy Commission's Energy Partnership. That
program allowed the City to have a feasibility study done on the
following buildings:
Central Garage
5th Street Senior Center
Hernandez Recreation Center
Delmann Heights Recreation Center
Main Fire Station
The study determined that these buildings would benefit from lighting
and mechanical retrofits. The project cost would be $108,100, payback
would be 5.3 years. This loan will be repaid through energy savings.
Lighting retrofits would consist of replacing current lamps and ballasts
with energy efficient T-8 lamps and electronic ballasts. The Garage
would change from fluorescent lamps to Metal Halide in the service bays.
The mechanical retrofits would involve the installation of programmable
controllers on the swimming pool equipment at Delmann Heights and
Hernandez Recreational Centers.
It is the recommendation of staff to approve this resolution, authorizing
the Facilities Manager to apply for the Energy Efficiency Loan from the
California Energy Commission.

2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
3 SAN BERNARDINO AUTHORIZING THE MAYOR TO APPLY FOR THE CALIFORNIA
ENERGY COMMISSION'S ENERGY EFFICIENCY LOAN TO IMPLEMENT ENERGY
4 EFFICIENCY PROJECTS AT VARIOUS CITY FACILITIES .
5 WITNESSETH
6 WHEREAS, the California Energy Commission provides 4 . 72%
7 loans to schools, hospitals, local governments and public care
8 institutions to finance energy efficiency improvements .
9 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

11 SECTION 1 . The Mayor and Common Council hereby
12 authorizes the City of San Bernardino to implement energy
13 efficiency measures at the Central Garage, 5th Street Senior
14 Center, Hernandez Recreation Center, Dellman Heights Recreation
15 Center, and the Main Fire Station;
16 SECTION 2 . The Mayor is hereby authorized to apply for
17 the loan described above and if the City is recommended for
18 funding by the California Energy Commission, the Mayor and Common
19 Council hereby authorizes the City of San Bernardino to accept a
20 loan up to $108, 100;
21 SECTION 3 . The Mayor is hereby authorized and empowered
22 to execute in the name of the City of San Bernardino, all
23 necessary documents to implement and carry out the purpose of this
24 resolution, and to undertake all actions necessary to undertake
25 and complete the energy efficiency projects .

4 I HEREBY CERTIFY that the foregoing resolution was duly
5 adopted by the Mayor and Common Council of the City of
6 San Bernardino at a meeting thereof, held on the
7 day of 1995, by the following vote, to wit:
