Code Section 3.04.075 for an Emergency Purchase Order with Quality Electrical and
Lighting for$70,210 for Repairs at the San Bernardino Soccer Complex. (#4318)

Financial Impact:
Appropriate $70,210 in account no. 268-160-7442-5504 - AB 1600 Parkland and Open
Space Fund for this emergency purchase. There is no financial impact on the General
Fund.

Synopsis of Previous Council Action:
October 19, 2015 #2015-229 - Resolution of the Mayor and Common Council of the City
of San Bernardino Authorizing the Execution of a Lease of the San Bernardino Soccer
Complex to San Bernardino Soccer, LLC. On November 16, 2015, management of the
San Bernardino Soccer Complex was transferred to San Bernardino Soccer, LLC.
Issue & Justification:
On February 15, 2016, the San Bernardino Soccer Complex (Soccer Complex) was
vandalized and portions of the electrical system were stolen leaving the Soccer
Complex without electricity. Currently emergency generators are providing electricity to
the Soccer Complex, however a permanent solution must be found as soon possible as
the Soccer Complex will soon enter its busiest season of the year. The irrigation system
is also impacted by this situation and this is a significant concern for the $100,000 in
new turf recently installed at the complex.
Due to the immediate need of this repair, staff proposes to open an emergency
purchase order, with Quality Electric and Lighting (Vendor) to repair the Soccer
Complex electrical system. As a vendor for the Public Works Department, the Vendor is
licensed, insured, possesses a City business license and has experience working with
the City. Section 3.04.075 of the Emergency Procurement Municipal Code states, "In
case of emergency, which is so urgent as to preclude advance action by the Mayor and
Common Council and which requires purchase of supplies, materials, equipment or
^° contractual services, the City Administrator shall have the authority to authorize the
Purchasing Agent to secure in the open market at the lowest obtainable price any such

supplies, materials, equipment or contractual services. This emergency authority shall
extend to all purchases, irrespective of the fact that the amount might exceed the
authorized limitation for open market purchases. In all instances a full explanation of the
emergency circumstances shall be filed with the Mayor and Common Council."
Repairs to the Soccer Complex electrical system will include but not be limited to the
removal and replacement of an 800 amp switch gear; installation of new breakers and
connectors; and replacement of damaged wire to the light pull boxes. Work will take
approximately three to four weeks to complete given the issuance of a notice to proceed
and a purchase order.
Financial Impact
This activity will have no impact to the City's General Fund. Funding for this activity will
come from the Capital Improvement Project (CIP) budget and is supported by the
Assembly Bill (AB) 1600 - Parkland and Open Space Fund (#268-160-7442-5504). The
estimate to repair the electrical system at the San Bernardino Soccer Complex is
Seventy Thousand Two Hundred and Ten Dollars ($70,210).
Recommendation
The Parks, Recreation and Community Services Department recommends that the
Mayor and Common Council receive and file the explanation of the emergency
circumstances pursuant to SBMC Section 3.04.075.
