Public Hearings 6A. City Manager Public Hearing and Request for Council Approval of the One -Year 2016-2017 Action Plan NOW., Mayor Davis opened the hearing. Mayor and Common Council of the City of San Bernardino Page 9 Printed 3/14/2016 Joint Regular Meeting Minutes March 7, 2016 Brandon Mims, Deputy Director of Housing, stated that the 2016/2017 Action Plan would be presented in three separate public hearings. He said the first two hearings would focus on department projects and the third hearing would focus on public service allocations, Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG) and HOME funding, and program administration. Mr. Mims gave a PowerPoint presentation which outlined the Action Plan development process, funding distribution of how the money would be allocated to the different areas of the program, and the department projects that were highlighted for tonight's discussion. Council Member Valdivia stated that he had never heard of some of these projects and said they should have been discussed by the CDBG Committee prior to coming to the Council. Council Member Shorett recommended that a workshop be scheduled between now and April 4, 2016. Pursuant to Resolution No. 2000-279, City Clerk Hanna administered an oath to those individuals wishing to speak on the matter that they would provide true and honest testimony. Public Comments: Karmel Roe, Acting Chair of the CDBG Committee, stated that the HUD monies were not being put to good use. She agreed that the Mayor and Council should hold some workshops, receive input from the community, and use the money to help the poor and reduce blight. Motion: Continue the hearing until March 21, 2016; and direct the City Manager to schedule a workshop. The Project Site is Located on the Northeast Corner of University Parkway and State Street. Mayor Davis opened the hearing. Oliver Mujica, Planning Division Manager, gave a PowerPoint presentation describing the project. Council Member Nickel noted that on page 311 of the staff report, it stated that the application was approved by unanimous vote of the Planning Commission; however, it was his understanding that the Fifth Ward Planning Commissioner voted "no" on this item. Mr. Mujica confirmed that Planning Commissioner Heasley voted "no," and stated that he added a condition that signs be posted to prohibit the blocking of intersections. Mr. .� Mujica stated that Condition of Approval No. 9 appeared on page 352 of the backup. Council Office RES. 2016-45 — Resolution of the Mayor and Common Council of the City of San Bernardino Approving an Agreement with the Center for Employment Opportunities for Citywide Right of Way Maintenance. Sarah Glenn-Leistikow, San Bernardino County Director of the Center for Employment Opportunities (CEO), gave a PowerPoint presentation titled, "CEO, Center for Employment Opportunities, Change That Works." Council Member Richard stated she would abstain on the item because CEO has a relationship with the San Bernardino County Workforce Development Department where she is currently employed. Public Comments: Rony Asancio, San Bernardino Anthony Pierce, San Bernardino Charles McClellan, San Bernardino Sandra Owen-Olivas, San Bernardino Mrs. Negrette, San Bernardino Council Member Nickel stated that he would support the item; however, he said he would like an investigation of all available alternatives. Council Member Valdivia requested that the two extensions be removed from the agreement and that the City Manager provide an update to the Council within six months. Motion: Adopt the Resolution. Public Comments on Items Not on the Agenda Betty Jean Long, San Bernardino, spoke about treatment of homeless people in San Bernardino. Robert Porter, San Bernardino, spoke about the medical benefits of cannabis and experiences among his friends and family with its use. He said its usefulness was not a joke to those who need it. Jay Lindberg, San Bernardino, spoke about how his family's support of medical marijuana made them a target. He lauded the Council's vote to support a work program for former felons. James Penman, San Bernardino, spoke about aspects of the City Charter and City Manager supervisorial duties as they are discussed in the document.
