MOTION: That the appointments of Peter R. Baeza and
Robert Rego, as requested by Council Member
Arias, be approved.

5 . PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA: A three-minute
limitation shall apply to each member of the public who wishes
to address the Mayor and Common Council/Community Development
Commission on a matter not on the agenda. No member of the
public shall be permitted to "share" his/her three minutes
with any other member of the public . (Usually any items heard
under this heading are referred to staff for further study,
research, completion and/or future Council/Commission action. )
CONSENT CALENDAR
MOTION: That the motions indicated by consent calendar
items 6 through 13 be adopted, except for ,

MOTION: That full reading of the resolutions and ordinances
on the regular, supplemental and addendum to the
supplemental agendas of the Mayor and Common
Council, be waived.

MOTION: That the personnel actions as submitted by the
Chief Examiner dated January 27, 1998 , in
accordance with Civil Service rules and Personnel
policies adopted by the Mayor and Common Council of
the City of San Bernardino, be approved and
ratified.

8 . Ordinance of the City of San Bernardino amending Section
5 . 76 . 070 (B) of the San Bernardino Municipal Code relating to
an appeal to the Mayor and Common Council from a decision of
the Bureau of Franchises . FINAL READING (Backup material was
distributed on January 26, 1998, Item No. 21. )
MOTION: That said ordinance be adopted.

9 . Resolution of the City of San Bernardino confirming cost of
abatements and imposing liens on certain parcels of real
property located within the City of San Bernardino for the
costs of the abatement of public nuisances . (Building
Abatements) (See Attached)
MOTION: That said resolution be adopted.

10 . Authorize renaming of the Civitan Little League field to "Dan
Brooks field. " (See Attached) (No cost to the City. )

11 . Resolution of the City of San Bernardino amending Resolution
No. 6413 , Section Eleven, entitled in part "A resolution . .
. establishing a basic compensation plan . . by codifying
prior Council actions (Middle-Management Unit) . (See Attached)
(Cost to the City -- $69, 100 from salary accounts in various
departments. ) (Resolution not available at time of printing. )
MOTION: That said resolution be adopted.

LAID OVER FROM JANUARY 26, 1998
12 . An ordinance of the City of San Bernardino adding Section
15 . 28 . 190 of Title 15 of the San Bernardino Municipal Code
relating to placards used to denote conditions relating to
continued occupancy of buildings after a disaster. FINAL
READING. (Backup material was distributed on January 26,
1998, Item No. 23 . )
MOTION: That said ordinance be adopted.
Public Services
13 . Resolution of the Mayor and Common Council of the City of San
Bernardino awarding an increase to the annual purchase order
to Star Wholesale for maintenance materials to be utilized by
the Public Services Department Fleet Division. (See Attached)
(Cost to the City -- $16, 500 from the Motor Pool Fund. )
MOTION: That said resolution be adopted.

14 . Appeal hearing - Board of Building Commissioners' Order No.
4516 relative to property located at 1999 N. "E" Street -

MOTION: That the hearing be closed; and that the Mayor and
Common Council deny the appeal and uphold the order
of the Board of Building Commissioners, as
described in Order No. 4516, dated November 18,
1997 .

15 . Authorize loan to the San Bernardino International Airport
Authority. (See Attached) (Cost to the City -- $124, 000 from
the Storm Drain Construction Fund. )
MOTION #1: That Mayor Minor ratify action taken on
January 21, 1998 to authorize payment of the
invoice received from the San Bernardino
International Airport Authority (SBIAA) in the
amount of $23 , 333 . 33 ; and
MOTION #2 : That the loan to SBIAA be approved not to
exceed $124 , 000 from the City' s Storm Drain
Construction Fund, for the purposes of payment
of the City' s proportionate share of SBIAA
operating expenses through March, 1998 ; and
MOTION #3 : That the Mayor be authorized to execute a
letter specifying the terms and conditions of
the loan to the SBIAA.

16 . Resolution of the City of San Bernardino implementing a
memorandum of understanding between the City of San Bernardino
and employees in the General Employees' Bargaining Unit of the
City of San Bernardino represented by San Bernardino City
Employees' Association. (See Attached) (Cost to the City --
$150, 100 for Fiscal Year 1997/98 . ) (Resolution not available
at time of printing. )

17 . Resolution of the City of San Bernardino amending Resolution

NOTICE: At this time, the Mayor and Common Council, acting as the
Community Development Commission, will take action on
items on the Economic Development Agency (Community
Development Commission) agenda (s) .

MOTION: That the meeting be adjourned.
NOTE: The next regular meeting is scheduled for 8 : 00 a.m. ,
Monday, February 16 , 1998 , in the Council Chambers of City
Hall, 300 North "D" Street, San Bernardino, California.

NOTICE: Any member of the public may address this meeting of the
Mayor and Common Council/Community Development Commission
on any item appearing on the agenda, by approaching the
microphone in the Council Chambers when the item about
which the member desires to speak is called, and by
asking to be recognized.
Any member of the public desiring to speak to the Mayor
and Common Council/Community Development Commission
concerning any matter not on the agenda but which is
within the subject matter jurisdiction of the Mayor and
Common Council/Community Development Commission, may
address the body at the beginning of the meeting, during
the period reserved for public comments, said total
period for public comments shall not exceed forty-five
(45) minutes, unless such time limit is extended by the
Mayor and Common Council/Community Development
Commission. A three minute limitation shall apply to
each member of the public, unless such time limit is
extended by the Mayor and Common Council/Community
Development Commission. No member of the public shall be
permitted to "share" his/her three minutes with any other
member of the public .
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to
staff, or to any commission, board, bureau, or committee
for appropriate action or have the item placed on the
next agenda of the Mayor and Common Council/Community
Development Commission. However, no other action shall
be taken nor discussion held by the Mayor and Common
Council/Community Development Commission on any item
which does not appear on the agenda unless the action is
otherwise authorized in accordance with the provisions of
subdivision (b) of Section 54954 . 2 of the Government
Code .
Public comments will not be received on any item on the
agenda when a public hearing has been conducted and
closed.

S1 . Approve lease/leaseback financing and airport ownership - San
Bernardino International Airport Authority. (See Attached)

MOTION: That the Mayor and Common Council approve in
concept that the City of San Bernardino, in
conjunction with the County of San Bernardino and
each city member of the San Bernardino
International Airport Authority acquire title to
the airport properties and be jointly and severally
liable pursuant to the lease and leaseback
financing documents .
