Resolution of the City of San Bernardino declaring its intention to order the vacation of a portion of Ennis Street between Amos Avenue and Lincoln Avenue and reserving easements for sanitary sewer, waterlines and public utilities. (See Attached) (No cost to the City.) Ward 3 MOTION: That said resolution be adopted. 19. Resolution of the City of San Bernardino amending Resolution No. 655 entitled, in part, "A resolution ... designating certain streets or portions thereof as through highways...;" and providing that Thirty-First Street is a through highway at its intersection with Stoddard Avenue. (See Attached) (Cost to the City -- $200 from the General Fund.) Ward 7 MOTION: That said resolution be adopted. 20. Ordinance of the City of San Bernardino amending Chapter 10.52. of the San Bernardino Municipal Code establishing a thirty-five mile per hour speed limit on Second Street between the I-215 Freeway and Arrowhead Avenue, a thirty-five mile per hour speed limit on Sixth Street between "H" Street and Sierra Way, a forty mile per hour speed limit on California Street between Base Line Street and Cajon Boulevard, and a forty-five mile per hour speed limit on Fortieth Street between Kendall Drive and Electric Avenue. Authorize rejection of bids and authorization to readvertise for bids - installation of handicap ramps in various locations - per Plan No. 9793A. (See Attached) (Cost to the City -- $25,000 from CDBG Funds.) MOTION: That all bids for the installation of handicap ramps Phase I, per Plan No. 9793, be rejected; and that the Acting Director of Public Works/City Engineer be authorized to advertise for bids per Plan No. 9793A. TO BE HEARD AT 10:00 A.M. 22. Accept bids for sale of City property and accept oral bids - northeast of the I-215 Freeway, northwest of Little League Drive. (See Attached) (No cost to the City) Ward 5 MOTION: That all written bids (if any) and oral bids (if any) be received and that the bid from in the amount of $ for the City property located northeast of the I-215 Freeway, northwest of Little League Drive, per Bid Specification No. 15.05- 215, be accepted and awarded; that the Mayor of the City of San Bernardino be authorized and directed to execute on behalf of said City, all documents, including Deed of Trust and other documents referenced in Bid Specification No. 15.05-215, relative to the sale of said property; and that the Acting Director of Public Works/City Engineer be authorized to do all things necessary to bring the sale of said property to a conclusion. Resolution of the Mayor and Common Council of San Bernardino awarding an increase to the annual purchase order to Fresh Paint for maintenance services to be utilized by the Facilities Management Department. (See Attached) (Cost to the City -- $8,000 from the General Fund.) MOTION: That said resolution be adopted. Finance 25. Resolution of the Mayor and Common Council of the City of San Bernardino accepting lease purchase master agreement for Banc One Leasing Corporation for the furnishing of lease purchase financing. Resolution of the Mayor and Common Council of the City of San Bernardino, California, approving a joint exercise of powers agreement by and among the City of San Bernardino, the County of San Bernardino and the San Bernardino Community College District for the purpose of creating an agency to be known as the San Bernardino Regional Emergency Training Center. (See Attached) Ward 1 MOTION: That said resolution be adopted. Police 27. Resolution of the City of San Bernardino authorizing and directing the execution of an agreement with William S. Lane (Polygraphist), Internal Control for providing pre-employment polygraph examinations for Law Enforcement Trainees, lateral Police Officers, pre-service applicants, and reserve Police Officer applicants to the San Bernardino Police Department. (See Attached) (Cost to the City -- $17,000 from the General Fund.) MOTION: That said resolution be adopted. 15 6/15/1998 28. Resolution of the City of San Bernardino authorizing and directing the execution of an agreement with the San Bernardino County Sheriff's Department for providing pre-employment polygraph examinations for Law Enforcement Trainees, lateral Police Officers, pre-service applicants, and reserve Police Officer applicants to the San Bernardino Police Department. (See Attached) (Cost to the City -- $9,000 from the General Fund.) MOTION: That said resolution be adopted. 29. Amendment of the Fiscal Year 1997/98 budget to reflect a $13,600 increase in asset forfeiture budget for the increased costs of cellular telephone services. (See Attached) MOTION: That the Mayor and Common Council authorize the Director of Finance to amend the FY 1997/98 budget to reflect a $13,600 increase in the asset forfeiture budget to cover increases in costs for cellular telephone services. PRESENT: ABSENT: NOTICE: At this time, the Mayor and Common Council, acting as the Community Development Commission, will take action on items on the Economic Development Agency (Community Development Commission) agenda(s). 31. Adjournment. MOTION: That the meeting be adjourned to 9:00 a.m., Wednesday, June 17, 1998, in the Economic Development Agency Board Room, 201 North "E" Street, San Bernardino, California. 17 6/15/1998 NOTICE: Any member of the public may address this meeting of the Mayor and Common Council/Community Development Commission on any item appearing on the agenda by approaching the microphone in the Council Chambers when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and Common Council/Community Development Commission concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and Common Council/Community Development Commission, may address the body at the beginning of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed forty-five (45) minutes, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and Common Council/Community Development Commission. No member of the public shall be permitted to "share" his/her three minutes with any other member of the public. The Mayor and Common Council/Community Development Commission may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and Common Council/Community Development Commission. However, no other action shall be taken nor discussion held by the Mayor and Common Council/Community Development Commission on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code.
