On December 5, 1994,the Mayor an Common Council held a Public Hearing accepting comments and views of
residents,public agencies and other interested parties on the HUD Consolidated Plan regarding the Housing and
Conununity Development needs of the City.

Consolidated Plan Public Hearing which addresses the use of Federal grant/entitlement funds(such as
Community Development Block Grant,Home Investment Partnership Act,and Emergency Shelter Grant
Program).

Consolidated Plan Public Hearing
Background and Analysis
Through the submission of the Consolidated Plan,the U.S.Department of Housing and Urban Development(HUD)
intends to reduce the burden of administering certain Housing and Community Development programs by consolidating
the planning and application requirements into a single housing and community development consolidated plan and
strategy.
The new housing community development strategy will integrate the following submissions into one consolidated plan
document: the Comprehensive Housing Affordability Strategy(CHAS),the Community Development Block Grant
(CDBG)Final Statement,the Home Investments Partnerships(HOME)Program Description,and the Emergency
Shelter Grant(ESG)Application.
The statutes for the grant programs set forth three basic goals which are closely related to the major commitments and
priorities of HUD. Each of these goals must primarily benefit low-and very low-income persons. First,the programs
are to provide decent housing. Included within this broad goal are the following: assist homeless persons to obtain
affordable housing;retain the affordable housing stock;and increase the availability of permanent housing that includes
structural features and services to enable persons with special needs to live in dignity. Second,the programs are to
provide a suitable living environment. This includes improving the safety and livability of neighborhoods;increasing
access to quality facilities and services;reducing the isolation of income groups within areas by deconcentrating housing
opportunities and revitalizing deteriorating neighborhoods;restoring and preserving natural and physical features and
special value for historic,architectural,or aesthetic reasons;and conserving energy resources. The third major statutory
goal of the programs is to expand economic opportunities. Within this goal are creating jobs accessible to low-and very
low-income persons;providing access to credit for community development that promotes long-term economic and
social viability; and empowering low-and very low-income persons in federally assisted and public housing achieve
self-sufficiency.
The consolidated strategy and plan furthers the statutory goals through a collaborative process whereby a community
establishes a unified vision for community development actions. Consolidating the submission requirements offer local
jurisdictions a better chance to shape the various programs into effective,coordinated neighborhood and community
development strategies. It also creates the opportunity for strategic planning and citizen participation to take place in a
comprehensive context,and to reduce duplication of effort at the local level.
As part of the new Consolidated Plan requirement,all jurisdictions are required to hold a minimum of two(2)public
hearings during each program year cycle in order to help identify housing and community development needs and to
review the proposed use of funds. The first of these two(2)Public Hearings was held December 5, 1994. It is now
appropriate to schedule the second Public Hearing for May 15, 1995.
The Public Notice contained in the attached exhibit has been published in local newspapers pursuant to HUD
regulations.

Recommendation
Based upon the above,it is appropriate to set the Consolidated Plan Public Hearing for May 15, 1995 at 3:00 p.m.in the
Council Chambers. The Public Hearing will provide citizens the opportunity to comment on the draft Consolidated
Plan,and it is anticipated the Mayor and Common Council will approve the submission of the Consolidated Plan to
HUD.
Staff recommends adoption of form motion.

NOTICE OF PUBLIC HEARING CONCERNING THE DRAFT
CONSOLIDATED PLAN FOR FY 1995-1996
YOU ARE INVITED-All interested citizens and agencies are invited to attend a public hearing on May 15, 1995,in the City Council
Chamber to comment on the draft Consolidated Plan.
CONSOLIDATED PLAN SUMMARY-The Consolidated Plan is a comprehensive five-year strategy that addresses the use of Federal
grant/entitlement funds(such as Community Development Block Grant,Home Investment Partner Act,and Emergency Shelter Grant
Program)for the purpose of meeting the goals of providing decent housing,a suitable living environment,and expanded economic
opportunities,principally for low-and moderate-income persons.
The Consolidated Plan combines the application and reporting requirement for four Federal formula grant programs. It replaces the
Comprehensive Housing Affordability Strategy(CHAS)and the applications for the Community Development Block Grant(CDBG),
Home Investment Partnership Act(HOME),Emergency Shelter Grant(ESG).
The Consolidated Plan is composed of three parts: 1)The first section of the Consolidated Plan evaluates the Housing and Community
Development Needs for the City of San Bernardino. This includes an assessment of housing needs for extremely low,low-and moderate-
income families,including the needs of homeless individuals and families. In addition,a housing market analysis was completed that
includes a review of housing;2)Based on this information,a five-year strategic plan was developed which includes priorities for assisting
categories of residents by income level,objective statements,proposed programs,as well as accomplishments that are expected to be
achieved in the next five years;3)An annual Action Plan provides a one-year investment plan which outlines intended use of resources,
sets goals of the numbers of individuals and families to be assisted by income level,and describes activities to be undertaken.

CITIZEN PARTICIPATION PLAN- The City is required to adopt a Citizen Participation Plan that sets forth policies and procedures
for citizen participation with regard to U.S.Department of Housing and Urban Development(HUD)grant/entitlement programs. The
City's Citizen Participation plan has been amended in conformance with the provisions of Consolidated Submission Final rule Section
91.105. Copies of the amended Citizen Participation Plan are available for review at the same locations specified above for the
Consolidated Plan.

Benefit: At least 70 percent of the total funds received each year are involved in activities that benefit low-and moderate-income persons.
he City expects to spend 72.8 percent of its funds to benefit low-and moderate-income individuals during the 1995-96 program year.

Bernardino Economic Development Agency office.
Displacement: No local public action is concurrently contemplated which would result in the displacement of low-and moderate-income
households. If displacement occurs,the City will implement and fully comply with State and Federal relocation and acquisition statutes.
