CITY OF SAN BERNir ';DINO - REQUEST F' I COUNCIL ACTION
STAFF REPORT
The Police Department recently received a Request for Proposal
packet for the Community Crime Resistance Program (CCR) grant from
the State of California, Office of Criminal Justice Planning
(OCJP) . We previously received a similar grant and are now
eligible to apply for additional grant funding as we have not
received such funding within the last five years . Applications
must be received by OCJP by 5 : 00 pm on May 15, 1995 .
The CCR grant will be for a one year funding cycle; however,
funding for an additional two years will be available to successful
applicants assuming that state funds remain at appropriate levels,
and we successfully complete the grant award for the first year.
Applicants for this grant may only apply for a maximum amount of
$100, 000 state funding. The first years' grant and mandatory city
match amounts are :
$100, 000 Grant Funds
10 , 000 City Match (100)
$110, 000 Project Total
Funding requested for the second and third years would primarily
cover the program specific objectives and activities, with
increasing community involvement . Should these subsequent periods
be awarded, separate budgets would be required at a later time. A
twenty percent cash match would be required for subsequent year
funding. Match would be based upon the total cost of the project .
The funds for the first year grant period will be used to provide
additional staffing and equipment . CCR program funding is not to
be used to subsidize existing and mandated law enforcement services
or previously funded OCJP activities.
During the first year of the grant program, the Department is
proposing to develop a program solely dedicated to the suppression,
enforcement and educational deterrence of domestic violence. The
target group and target area for this grant will be Hispanic,
primarily non-English speaking, citizens of the "First Council
Ward. " The officer assigned to implement the grant program will be
working with bi-lingual volunteers from the community and
representatives local assault prevention agencies . Educational
programs will be conducted in both Spanish and English. A strong
awareness campaign will be conducted. Handouts and flyers written
in Spanish will be developed and distributed to provide educational
information and referrals related to domestic violence. Patrol
Officers will take an active part in distributing these materials .
Computer equipment will be purchased to assist the grant program in
maintaining related statistics, lists of classes and programs,
budget tracking and monitoring documentation of other grant requirements.

The Departments goal is to succeed in breaking the cycle of
violence and to contribute to social change through community
awareness, education, intervention and prevention programs . Once
the grant is completed, this program can easily be broadened to
include all segments of our community.
