STAFF REPORT
Panhandling is now and has been in past years a problem both
inside the mall and in the mall parking lot. Per Mall Management,
begging is the second largest customer complaint as to why people
don't like to shop at the Carousel Mall (gang presence on weekends
is first) .
Although Section 5.04 . 355 prohibits begging in certain areas
of the City, the mall or its parking lot is not included. The
proposed ordinance amendment would prohibit begging at the Carousel
Mall when such conduct disrupts the normal conduct of activities of
the facility.
The proposed ordinance amendment would "provide" mall security
a means to control begging/panhandling at the mall and provide a
more congenial environment for patrons of the mall.
It is recommended that the ordinance amendment be adopted.
