STAFF REPORT
Bids for this project were opened at 2 : 00 p.m. , Tuesday,
3-21-95 .
A total of 8 bids were received, ranging from $29 , 773 . 00
to $45 , 000 . 00 . The low bid of $29 , 773 . 00 is 17 . 3% below the
Engineer' s Estimate of $36 , 000 . 00 .
Below is the total estimated project cost, based upon the
actual low bid price:
Construction Contract $ 29 , 773 . 00
Design Consultants Fee 4 , 950 . 00
Engineering & Inspection (W.O. 1777) 1 ,500 . 00
Sub-Total $ 36 ,223 . 00
Contingencies (100) ± 3 , 777 . 00
TOTAL ESTIMATED PROJECT COST $ 40 , 000 . 00
Funds have been allocated in Account 243-363-5504-1777 ,
in an amount of $40 , 000 . 00 to finance the costs that will be
incurred for this project.
The low bidder did not meet the established goals at 15%
and 5% for Minority & Women' s Business Enterprise participation.
A Good Faith Effort Statement of MBE/WBE Participation was sub-
mitted by the low bidder. Since this project entails only one
function, securing MBE/WBE participation would be a difficult
proposition for the bidders. This is borne out by the fact that
none of the 3 low bidders met the goal.
We have reviewed the Good Faith Effort Statement
submitted by the low bidder, and have concluded that a good faith
effort was made. The aggregate participation by MBE/WBE busi-
nesses in contracts, opened this year, is in excess of the goals
of 15% & 5% , even taking this contract into consideration.
We recommend that a contract be awarded to the low
bidder.
