Synopsis of Previous Commission/Council/Committee Action(s):
On February 17, 1992, the Mayor and Common Council approved funding in
the amount of $75,000 from 1992-93 Community Development Block Grant
(CDBG) funds for the construction of additional transitional housing
units for the shelter of battered women and children.
In March 1993 additional CDBG funds in the amount of $62,000 were
approved for this project.
In July 1993 the Mayor and Common Council approved $50,000 in HOME
funds for Option House Transitional Housing to cover additional costs
required by the City Development Code to complete the project.

complete the project by covering additional costs
required by the installation of a donated replacement
unit and change orders that resulted therefrom, as well

FUNDING SOURCES:
On February 17, 1992, the Mayor and Common Council approved a $75,000
grant from 1992-93 Community Development Block Grant (CDBG) funds to
Option House for the construction of additional housing to shelter
five families of battered women and children. In March 1993,
additional CDBG funds in the amount of $62,000 were approved for this
project. On July 17, 1993, the Mayor and Common Council approved
$50,000 in HOME funds to cover additional costs required by the City
Development Code to complete the project.
The County of San Bernardino Economic and Community Development
Department also reserved a $10,000 CDBG award from the 1991-92 program
year to be applied to construction of fencing for the property.
The funds available for the project from all sources totals $197,000.
CURRENT STATUS:
O.L. Lacy & Co. presently has a contract with Option House in the
amount of $112,349 for site development. To date, he has been paid
$84,551.91 for work completed.
Staff has secured donation of a doublewide mobile home from Bank of
America Foundation to replace one unit that was vandalized when it was
stored on the site prior to construction. The Bank of America
Foundation agreed to provide new carpet and to clean the donated
unit. Limited repairs, as well as the replacement of several
appliances, will be necessary before the unit may be occupied.
Rehabilitation costs for the vandalized unit that was replaced were
estimated at approximately $20,000. It will cost $7,200 to relocate
the donated unit and $3,500 to demolish the existing vandalized unit
for a total of $10,700. This represented a cost savings of
approximately $9,000. A change order will be required to cover the
new work and resulting cost of $10,700. Because work is in progress
and rehabilitation is, at best, an imprecise science, it is
appropriate to increase the $20,000 to $26,000. This will prevent
future change orders and assure all the work gets done and looks good.
Changes to the site plan that were required by the City Fire and
Planning Departments, as well as building the wrought iron and block
wall on the south property line in conjunction with Congregation

Emanuel ($7,564) and trash removal ($850), added an increase of
approximately $31,921.60 to this project that was not included in the
initial project costs. Driscoll's Iron Works will bill for the
wrought iron on top of the block wall on the south property line. The
other costs were detailed in a second change order as follows: .
A. The Fire Department required two pedestrian gates ($1,250),
additional concrete areas for fire exit ($4,542), fire ine sleeve
($950), sleeve for electrical for fire alarm sleeve ($5�5) and two
handicap ramps for fire exit ($750). The Fire Departme$it also
required a new fire alarm system to be installed in thelmain
building ($6,695 to be paid from CDBG capital improvement funds
for Option House.)
B. The Planning Department required the following items that had not
been included in the approved site plan: install new gas line
from meter to mobilehomes ($1,500), an additional sliding gate on
Lugo ($1,800), relocate wall ($700), relocate and build trash
enclosure ($789.60), as well as a Minor Modification Application
with site plan revised to indicate all of the changes made and
built on the site.
The monies remaining to be expended on the project include:
$27,797--Balance of original contract to O.L. Lacy & Co.
$31,922--Two change orders for Fire and Planning Department
requirements and relocation and demolition of the
mobile home units.
$12,000--Rehabilitation of second unit, including appliances.
This will require a third change order toladd the
work to O.L. Lacy & Co. 's contract. It will be
more time consuming to bid this small amount
separately.

At the department's request, work on the project was delayed f r
approximately six weeks to obtain confirmation and donation of the
replacement unit. O.L. Lacy's staff has resumed work on the p oject and
the anticipated completion date has now been revised to December 17, 1993.
Based upon the report presented above, staff recommends adoption of the
form motion.
