Recommended Motion(s):

MOTION A: That the Community Development Commission approve the proposed infill housing
development program modification, authorize the utilization of$12,000 in available
low/mod housing set-aside funds and direct the Chairman and Executive Director to
execute any documents necessary to effectuate said modifications.
and
MOTION B: That the Community Development Commission approve the designation of Young
Homes of California as the Agency sponsored infill developer replacing SSLM
Ventures and authorize the Chairman and Executive Director to execute any
documents necessary to effectuate said authorization.

Infill Housing Development Program
Over the past several years, the Development Department has provided financial assistance to
Mr. Otis Lacey and SSLM Ventures, a California Corporation, as part of the Infill Housing
Development Program. Through this program, SSLM has now acquired seven (7) vacant
infill lots located throughout the Central City area. These properties include the following
parcels:

All properties with the exception of Parcel #144-123-46 were purchased utilizing Agency
monies. Parcel #144-123-46, however, was independently purchased by SSLM for ultimate
inclusion within the Infill Development program. Otis Lacey recently contacted the Housing
Division regarding potential termination of participation in the Infill Housing Development
program. This request for formal program termination included the following components:
• SSLM would immediately return (Quit Claim Deed) the six (6) parcels purchased
utilizing Agency monies.
• Agency would acquire from SSLM the final (1) remaining infill parcel, for the
expenditure of $12,000.
• Agency would utilize existing infill builders (i.e., Young Homes) to construct high
quality single-family detached homes on the subject parcels.

It is extremely important to understand the significant importance of the Infill Housing
Development Program within the Central City Revitalization Strategy area. The location of these
seven (7) parcels with the Central City "Focus" Neighborhood area provides the Agency with
significant opportunity for high quality new construction. In addition, the new construction
activity would then serve to establish the standard for additional neighborhood improvement
activity within this area.
Following its consideration of this item on Tuesday, November 23, 1993, the Housing Committee
unanimously recommended approval of the form motions by the Community Development
Commission.
Given the significant potential benefits associated with the proposed Infill Housing Development
Program notifications, staff recommends adoption of form motions "A" and "B".
