Synopsis of Previous Council Action:
On April 2, 2013, the Personnel Committee Chairman recommended that the job
description revision for Director of Public Works (U) move forward to the Mayor and
Common Council for adoption.
On April 15, 2013, Mayor and Common Council Approved the job description revision
for Director of Public Works (U).
Background:
In April of 2013, the Human Resources Department surveyed local cities to determine
which, if any, require a Professional Engineering (PE) license as a qualification for its
Director of Public Works position. None of the cities surveyed require a PE as a
minimum qualification; however, several noted a PE license as "highly desirable". As a
result of the survey, the decision was made to adjust the job description for the Director
of Public Works (U) and revised the minimum qualifications to remove the PE license as
a requirement and instead edit language to read a PE license is "highly desirable", but
the salary range was not adjusted.
In January 2016, the Human Resources staff completed a salary survey on the
classification and review of the minimum qualification requirements, as well as, the
salaries of the directors in the City of San Bernardino. As a result of the surveys, staff
recommendation is to adjust the salary range to the Director of Public Works (U)
classification.
The recommended adjustment is as follows:

Total difference between the current and proposed salary and benefits is approximately
$34,300 annually. This would provide a total salary and benefits savings for the
remainder of FY 15/16 of approximately $14,500.
