Except for the recent hiring of the Economic Development Manager in October
2015, the City's economic development function has been relatively dormant for o
the last 36 months. As the City emerges out of bankruptcy and begins to 0
implement the Plan of Adjustment and the new City-Wide Strategic Plan, a
economic development has been identified as one of the top priorities and areas _o
of focus. The Mayor and Common Council have also identified economic
a
development as a critical function as we move forward. City staff has
considerable investment interest taking place in the City, but is not adequately N
staffed to accommodate and meet the demands of this interest. This also places
the City at a competitive disadvantage with surrounding cities.

The position of Economic Development Analyst supports the Plan of Adjustment
and the City-Wide Strategic Plan by assisting the Economic Development °
Manager and economic development programming. It also reinforces previous a
action taken by the Mayor and Common Council when they approved the subject
position with the approved City budget.

Based on the recruitment process and interview panel that took place for the LO
Economic Development Analyst position, including panelist participation from the
City of Montclair, it was determined Ms. Aguilar was the most qualified candidate
for the position. Ms. Aguilar has over five years of experience in municipal N
government, other public agencies and private sector. She has implemented
several business retention and attraction programs, has experience in social z
media, web, print and video marketing efforts, and is bi-lingual (Spanish).
