Bill Manis, Deputy City Manager, explained the process of selecting the development >
firms and announced that the team that rose to the top was the AECOM team in a
partnership with The Fransen Company and KB Home. He stated that the first step in the a
process would be to negotiate a development agreement wherein they would finalize the c
phasing and timeline and see how it would work financially. Mr. Manis added that the
team had put forward a non-refundable deposit of$10,000 per month that would extend
over the term of the agreement. a�
Mark Persico, Director of Community Development, stated that this was the first step in >i
the ultimate redevelopment of the Carousel Mall. He said the community would be
involved as they further define the project and determine the appropriate mix of uses and
the architectural style. o

2012-13.

Scheduling of a Workshop Regarding the North-South Pipeline Project
Council Member Mulvihill stated that he placed this item on the agenda because he had
been aware of this project since April of this year. He said there hadn't been a great deal
of information being passed along to the Council regarding this, so he felt it would be c
appropriate that a workshop or possibly a presentation should be made to acquaint the
Council on some serious questions regarding the route choice and decision making
relative to the high pressure line. He stated that it would need to be done quickly because
the comment period for the scoping stage of the EIR ended on November 23, 2015, so z°
they would need to agendize something for the next Council meeting. `o

Council Member Mulvihill said the 36-inch diameter gas pipeline would stretch 65 miles
from Adelanto to Moreno Valley, and of all the cities involved, San Bernardino would be
affected the most, with 14.6 miles going right through the center of the City from north to 0
south. He said the City would be affected for a number of months, if not a number of
years, and would impact some major commercial and residential areas in the City. o

Council Member Shorett stated that it was his understanding that Tom Dodson and Q
Associates had been hired to help the City through the process and give advice on what
could be done.

Forums.

Ralph Flower, San Bernardino, stated that he was concerned about the pipeline; and said N
he was excited about the proposed plan for the Carousel Mall and the downtown area. °

Jay Lindberg, San Bernardino, said he was concerned about Kaufman and Broad and
suggested the City keep a close eye on them; and said the City was not offering the
education and job training to produce skilled workers in the community.
Ron Sellers, Highland, suggested that the City save money in order to avoid buying so
many bonds; and denounced unions and Common Core.
Robert Porter, San Bernardino, asked people to vote for Kim Carter and Time for
Change for the CNN Heroes award; publicized the CERT team's Thanksgiving Day 5K
fundraiser; and thanked Council Member Barrios for being on his radio show.

William Cioci, San Bernardino, stated that epilepsy was one of the diseases people
control with pot; and announced that HempCon would take place this weekend at the

Esmeralda Negrete, San Bernardino school board candidate, stated that many parents
didn't understand where the funding came from for the schools so they blamed the school
district's shortcomings on the City's bankruptcy; and spoke against Common Core.

Assemblyman Marc Steinorth announced that his office hosted a Job Fair at California
State University, San Bernardino, and a Veterans' Resource Fair where over 500 veterans o
were able to attend and receive information about what the State of California had N
available for veterans. He also announced the upcoming Stuff the Bus event which ends 0
Friday, November 20, 2015; a Community Coffee at DJ's Coffee Shop on Saturday,

Agency During the Period of July through December 2015.
Bill Manis, Deputy City Manager, indicated that this item was a request for the addition
of$53,000.00 in wind-down money as part of the City's ongoing process with the State
Department of Finance. He stated that Council was aware of the fact that the City was
currently going through a process to meet the December 30, 2015 deadline to get the
findings letter that would allow the City to get the Long Range Property Management
Plan approved. He stated if they don't get the Long Range Property Management Plan o
approved, the City would lose 230 properties. He stated that this was the ongoing wind N
down process which the City would be doing for at least the next eight to nine months. E

Steve Dukett, Urban Futures, stated that he worked exclusively on the Successor Agency z
side. He indicated that Urban Futures had been providing services to the Successor o
Agency since the Recognized Obligation Payment Schedule 2 beginning July of 2012. y
He said that this was the end of three and a half years' worth of service and they had been
integrated into the system. Mr. Dukett indicated that the first letter on the upcoming
Recognized Obligation Payment Schedule from the Department of Finance was received
and it was a good outcome. He stated that there were a few items that needed to be 0
appealed and that one of them threatened the ability of the Successor Agency to issue its o
refunding bonds. He stated that they could use help from our Lobbyists and State a
Speaker of the Assembly's office. a

years and said it had been a big learning experience. He also spoke about the Sixth and w

Sandra Ibarra, San Bernardino, said she was upset at Council Member Marquez
changing her vote on Agenda Item 5E. She spoke about the annexation costing more
than it should. She said it would be great if City Attorney Saenz and Council Member w
Shorett would open that up for discussion. She also spoke about the water/sewer rates
going up.

Sandra Owen-Olivas, San Bernardino, announced that the Second Annual Winter a
Wonderland was going to be held on December 5, 2015 at 7:00 p.m. at Perris Hill Park.
She said there would be snow hills, cookies with Santa, a Christmas train, vendors,
entertainment in the Bowl, pet adoptions, a car show, and the YMCA Children's parade
would kick it off and they would also have their YMCA Jubilee. She stated that the
