Synopsis of Previous Council Action: None Background: The Public Works Department, Building Maintenance Division is responsible for maintaining the San Bernardino City Yard fuel station located at 234 S. Mountain View Avenue in the City of San Bernardino. The fuel station provides four types of fuels for city vehicles and equipment: gasoline, diesel, compressed natural gas (CNG) and liquid natural gas (LNG). Only the CNG fuel is available to the public for purchase. The fueling station operates four gasoline pumps, four diesel pumps, two CNG pumps, one LNG pump seven days a week, 24 hours per day. The backup generator configuration is designed to support the operation of the fuel station and four Public Works office trailers during a utility outage or a utility equipment failure emergency. However, the existing generator, purchased in 1984, has become unreliable, exceeded its useful life and is undersized -at 85kW- for the amount of electrical power needed during an emergency. Staff is recommending a replacement unit that is a larger, more efficient generator. The recommended size will be 350 kW and will be able to power the entire fueling station and the trailers, and run at full capacity for seventy-two hours without refueling. Replacing the current generator is a crucial component of the City's efforts to prepare for the forecasted winter rains (El Nino). The bids received will include the price of the generator and the cost of installation. Mountain View Avenue San Bernardino CA, 92410.The intent is to solicit proposals from qualified licensed contractors o with commercial Standby Generator installation experience for the removal and replacement of the a� existing Standby Generator and ATS located at San Bernardino City Yards. History U U C d The San Bernardino City Yards Fuel Island provides four types of automotive fuels (Gasoline, Diesel, CNG Q and LNG) to all San Bernardino owned and operated vehicles including Police/ Fire Vehicles.The current w standby generator configuration allows for the operation of the(4) gasoline pumps,(4) diesel pumps and ,o the (4) Public Works Office Trailers during a utility outage caused by utility equipment failure, extended 0- U- periods of inclement inclement weather and possible terriost activity.The current standby generator is beyond its useful life, unreliable, undersized and consequently provides less then marginal electrical capacity to the existing loads during an emergency. U) 0 Proposal y CD m The Public Works Division recommends replacing the existing undersized and dysfunctional generator with a new generator ATS capable of operating all fuel island fuel pumps to include LNG, CNG and Public co Works Trailers during an emergency at full capacity for a period of seventy two hours with out refueling N the generator.The estimated cost for the project is$100,000.00 to $110,000.00 with funding provided by Fleet and Building Maintenance budgets with no impact to the current FY15/16 General Fund Budget. u- L O it Project Design a, c m Upon award of the contract the contractor shall provide the Public Works Director or his designee with c submittals for the specified generator, associated components, and a proposed design layout to include N electrical and structural drawings for his approval. Z U- Once the replacement generator and the project design is approved by the Public Works Director the c contractor will be issued a notice to precede by the Public Works Director or his designee, no work shall a) E commence with out written approval from the Public Works Director. -� U r� Upon the contractor ordering the approved generator the contractor shall provide the Public Works Q Director or his designee with a detailed schedule to include the delivery date of the approved generator, a list of all subcontractors, project start date, lift/rigging plan, daily work schedules, staff levels, equipment start up date, and final project completion date. The approved Generator shall be installed per SCAQMD regulations, manufactures specifications, industry standards, and all applicable mechanical and electrical codes. The Contractor shall remove and dispose of the existing generator, fuel tank, associated equipment and electrical components.The Contractor shall engineer and construct a new concrete pad in order to prepare the designated site for new generator installation.Any existing walls, electrical and plumbing that needs to be removed and or relocated in order to complete the generator removal and replacement shall be the responsibility of the contactor. U r.+ The work is to be scheduled between the hours of 7:00 a.m. and 5:00 p.m. Monday through Friday Q Upon completion of the project the contractor shall provide three copies of all generator operation and maintenance manuals in labeled three ring binders to the Public Works Director.The contractor shall provide training and technical support to the City of San Bernardino Building Maintenance Staff as required to operate and maintain the new generator and ATS.
