Financial Impact:
The overall Charter 186 financial impact for the Police Safety group will result in an
increase of approximately $1,355,715.00 to the General Fund and requires an
appropriation from the General Fund fund balance to the various Police Department
salary and benefit accounts.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On December 1, 2014, the Mayor and Common Council approved the establishment of
salaries for Police Department Ranges P-1 (Police Officer), P-2 (Detective/Corporal), P-
3 (Sergeant), and Law Enforcement Trainee, effective August 1, 2014.
Background:
Section 186 of the City Charter established a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached for the 10 cities
to be used for this year's calculations. The salaries of those 10 cities have been
averaged to determine 2015-16 salaries for Police Safety classifications.
The 10 cities selected include:
Daley City Irvine
Downey Oceanside
Fontana Orange
Garden Grove Oxnard
Glendale Pomona

The Law Enforcement Trainee salary will be at $4,730.35 per month ($27.29 per hour),
which is 80% of Step 1 for the Police Officer (P-1) salary.
Adding annual fringe benefits and other salary-driven costs (CaIPERS, Unemployment,
Medicare), which rise with salary increases, the total increase for salaries, benefits and
overtime for the Police Safety Unit is $1,355,715.00.

4 WHEREAS, San Bernardino City Charter Section 186 requires an annual survey
5 and adjustment of salaries for safety officers.

Safety salaries for Fiscal Year 2015-16.
