Financial Impact:
The overall Charter 186 financial impact for the Fire Management group will result in an
increase of approximately $49,100.00 to the General Fund, requiring an appropriation
from the General Fund fund balance to the various Fire Department salary and benefit
accounts.
Motion: Adopt the Resolution.
Synopsis of Previous Council Action:
On December 1, 2014, the Mayor and Common Council approved the establishment of
salaries for Fire Department Ranges P-5 (Battalion Chief), P-6 (Deputy Fire Chief), and
P-7 (Fire Chief), effective August 1, 2014.
Background:
Section 186 of the City Charter establishes a formula for setting salaries for local safety
members, effective August 1 of each year. An agreement was reached with the Fire
Management Unit for the 10 cities to be used for this year's calculations. The salaries of
those cities have been averaged to determine the salaries for 2015-16 Fire
Management classifications.
The 10 cities selected include:
Antioch Orange
Berkley Rialto
Downey Roseville
Fullerton Torrance
Garden Grove West Covina

Adding fringe benefits and other salary driven costs (CaIPERS, Unemployment,
Medicare), which rise with salary increases, the overall Charter 186 financial impact for

4 WHEREAS, San Bernardino City Charter Section 186 requires an annual survey
5 and adjustment of salaries for safety officers.
6 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
7 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

Total Population as of January 1, 2015, the attached list of cities was used to calculate the Fire
Management salaries for Fiscal Year 2015-16.
The undersigned do hereby agree that the following ten (10) cities will be used to determine an
average for Fire Management salaries pursuant to City Charter Section 186 for Fiscal Year 2015-
