Conditions for Annexation into the San Bernardino County Fire District.
Council Member Nickel stated that the Exhibits were not included in the backup. He
stated if the exhibits were not available he would ask that this item be continued to the
next regularly scheduled Council Meeting. Council Member Marquez seconded the
motion.
Steven Graham, Deputy City Attorney explained that the exhibits were not included
because they were included with the original LAFCO Resolution. He stated that the goal
was to not make the backup too large.
Council Member Marquez withdrew her second.

Understanding (MOU) with the San Bernardino Associated Governments (SANBAG)
Designating SANBAG as Lead Agency for Environmental Clearance, Design, Right -Of -
Way Acquisition and Construction of the Mt. Vernon Avenue Viaduct Over the BNSF
Railroad (SSO4-12).
Michael Grubbs, Project Manager, gave a brief update on the Mt. Vernon Bridge project.
Dr. Raymond W. Wolfe, Executive Director of SANBAG, spoke about the need to
replace the Mt. Vernon Bridge as soon as possible.
Motion: Direct staff to develop a Memorandum of Understanding (MOU) with the
San Bernardino Associated Governments (SANBAG) designating
SANBAG as lead agency for Environmental Clearance, Design, Right -of -
Way Acquisition and Construction of the Mt. Vernon Avenue Viaduct

City Clerk Hanna clarified that under the guidelines the deadline for items would be two
weeks and not three. She stated that she would provide an update of the guidelines and
implementation of the guidelines would begin on April 1, 2016.

Betty Jean Long, San Bernardino, spoke about attending a birthday party out of state.
Sandra Ibarra, San Bernardino, welcomed the City Manager and stated that the agenda
needed to be streamlined.

Valencia Black, San Bernardino, spoke about her business in San Bernardino that
provided services for GED preparation, accelerated programs, and training for Microsoft
Office.
Manny Acosta, San Bernardino, Pepe's Towing, San Bernardino, stated that he had been
waiting to hear from the Police Department regarding the utilization of their
services.
Richard Synovec, California State University, San Bernardino, spoke about an analysis
that he and his classmates did about San Bernardino and perceptions. He announced that
a Community Pride Day would be held on March 5, 2016 at the Social Work Department
at California State University, San Bernardino.
Damian Martin, Los Angeles, Navy veteran, spoke about his background in military and
being a medical cannabis user. He asked that the City of San Bernardino support the
medical cannabis industry.
Gem Montes, Loma Linda, spoke about using cannabis as treatment for her breast
cancer.

votes. He stated that people who wanted change should vote.
Shirley Harlan, San Bernardino, spoke about the personal attacks on Council Members.
She stated that she met at the library with her group "The Library Salon" and asked that
the public look into this reading group.

Bernardino Authorizing the City Manager to Execute a Loan Agreement with National
CORE Renaissance (National CORE) for Phase 2 of Waterman Gardens Project.
Steven Graham, Deputy City Attorney, explained the language change on the Loan
Agreement.
Erik Johnson, Vice President, National Core, gave an explanation and summary of the
circumstances for adding this item to the Agenda.
