Svnopsis of Previous Commission/Council/Committee Action(s):
On November 2, 1993 the Community Development Commission approved a proposal to the State of California
for the design and construction of the State Consolidated Offices and Caltrans Building.
The Commission has previously approved agreements for programming (space planning), project administration,
architecture and soils engineering for the State Consolidated Offices and Caltrans building.

MOTION: That the Community Development Commission authorize the Executive Director to draft and
execute a contract and other necessary documents with Project for Public Spaces in an amount
not to exceed $75,000 for public space planning for the design of the State Consolidated Offices
and Caltrans Building on the Government Center site, and allocate funds in support of the
contract.

STAFF REPORT
Public Space Planning - State Consolidated Offices and Caltrans Building
This report seeks Community Development Commission authorization for the Executive Director to execute a
contract not to exceed $75,000 with Project for Public Spaces for the design of public spaces and amenities on
the Government Center, specifically the State Consolidated Offices and the Caltrans Building.
BACKGROUND INFORMATION
As a consultant to the City of San Bernardino Economic Development Agency, Project for Public Spaces (PPS)
has been central to the creation and formation of the Downtown Plan. The Downtown Plan provides the
conceptual framework by which development in the downtown should occur and through which the downtown
core can begin to take on an urban character. One of the central themes of the Commission-adopted Downtown
Plan is that downtown development should support a pedestrian orientation, and provide for optimal use of
public space.
The development of the State Consolidated Offices and Caltrans Building will set a new standard for
development in the downtown. It is critical that the buildings and public spaces serve the needs of downtown
users and visitors.
Project for Public Spaces,with the formulation of the Downtown Plan, and the design of Court Street Square and
other downtown amenities, has proved itself to be a major contributor to the future development of downtown
San Bernardino. The development of the Government Center site requires the services of a firm which can
provide the underlying design for public spaces and can represent the City's interest in overall massing and site
design requirements. The Project Architect is ready to begin immediate massing studies which require the
involvement of PPS.
RECOMMENDATION
Based upon the Agency's needs, a Scope of Services (see Attachment "A") has been negotiated with PPS, which
can be accomplished for an amount not to exceed $75,000. Due to the urgency of this project and the need to
hire an architect as soon as possible, PPS was asked by staff to review the draft programming study and assist
the Qualifications Review Committee in selecting an architect. Instead of creating a separate purchase order of
$6,500 to be tracked for later reimbursement by the State, staff believed it would be more efficient to fold the
cost of the previously completed work into the contract presented in this agenda item, keeping the administrative
burden to a minimum. Staff recommends that the Community Development Commission authorize the
Executive Director to execute a professional services contract with Project for Public Spaces for the design of
public spaces for pedestrian/vehicular circulation concepts, and identification and evaluation of retail use
opportunities in the Government Center.
Staff recommends adoption of the form motion.

SCOPE OF SERVICES

PUBLIC SPACE PLANNING
As a Consultant to the City of San Bernardino Economic Development Agency, Project for
Public Spaces (PPS) has been instrumental in assisting the Economic Development Agency
with formulating the Downtown Plan. The Downtown Plan provides the conceptual
framework in which development in the downtown should occur. Downtown development
should interface well with a pedestrian orientation and provide for optimum use of public
space. Integration with"previous pedestrian conversion elements is critical. With this in
mind, PPS shall provide the following Scope of Services for this project.
I. PROGRAMMING:
Assist in the review of draft and final programming studies, and offer
recommendations for Agency consideration.
11. ARCHITECT SELECTION:
A. Present the Downtown Plan and goals to the "short-list as a group on
November 12, 1993 at 10:30 a.m. at the offices of the Agency. The Agency,
through the Project Administrator, will provide for Consultant's use a list of
questions obtained from the "short-listed" architects prior to this presentation.
B. Present to the Qualifications Committee on November 30, 1993, from 8:00 a.m.
to 8:45 a.m., an overview of the Downtown Plan and its goals as they relate to
the project. In conjunction with the Project Administrator, develop a list of
questions that the Qualifications Committee can ask of the "short-listed"
architects during the interview process.
C. Review RFQ and RFP submissions by final short listed architects, and submit
comments to the Qualifications Committee.
III. DESIGN:
A. Provide urban design criteria for the Architect's use at the beginning of the
schematic design phase.
B. Undertake a series of up to ten (10) one-to-two day working sessions with the
Architect over the course of the schematic design and design development
phases. Working sessions will deal with overall site planning issues,
arrangement of ground floor uses, and design of public spaces. In preparation
for design sessions, PPS will collaborate with the Architect and will develop
conceptual design sketches for review and discussion during working sessions.
Working sessions will be authorized in advance and billed on a trip-by-trip

basis; composition of PPS staff attending sessions may vary according to the
issues being discussed.
C. Offer written recommendations and comments to the Agency as to the
Architect's schematic design iterations and site plan alternatives.
D. Coordinate with the Architect in producing design concepts for the public space
areas of the site.
E. Coordinate with the Architect in producing concepts for the pedestrian/vehicle
circulation systems as they relate to the downtown core. This includes the
pedestrian connections to Court Street Square.
F. Review pre-final site, landscape and architectural drawings and provide written
comments to the Economic Development Agency and Architect relative to the
above.
IV. RETAIL:
A. Produce a list of potential retail restaurant and entertainment uses for the
ground floors and/or top floors of the towers and/or parking garage for Agency
consideration.
B. Assist in the feasibility evaluations of retail use in the office towers and garage,
particularly in terms of the mix of uses and their interactions with other
downtown retailers.
V. PRESENTATIONS:
Participate in selective presentations to State personnel as needed and identified by the
Agency. In conjunction with the architect, present design alternatives for consideration
by various policy boards when requested by the Agency.

Here is a more detailed breakdown of the PPS budget for the Superblock. 'Phis budget is
based on the draft scope of services sent to me, with my additions of November 16
(attached). I would appreciate'ii_if_yaus=ld send me a final version. Also, as per
discussion with Dave Padrutt, I have increased the maximum number of working sessions
to ten (from seven). It is my understanding that we will keep track of the costs of these
working sessions separate so that they can be authorized in advance. Also, the costs of the
presentation below assume that they are done on separate trips, when they might be
combined with working sessions. In other words, this is the maximum budget which might
be reduced through fewer working sessions or presentations.
