BACKGROUND INFORMATION The development of the Government Center Towers and parking garage requires the services of an experienced construction firm which can provide cost estimation and value engineering services. The primary purpose of these services is to verify the architect's estimates of construction costs and perform value engineering studies on various components of the building's systems. In connection with these services, the cost estimator will also perform scheduling tasks which will help the project team stay on track. The State Consolidated Offices and Caltrans Building Qualifications Review Committee met on December 7, 1993 for the purpose of selecting the most qualified preconstruction cost estimating firm among those who submitted qualifications (see Attachment "A"). Among the twelve firms which submitted qualifications, the firm of Swinerton & Walberg was selected by the Committee as the most qualified for this project. Swinerton & Walberg, a Los Angeles firm, has extensive experience in the construction of high rise office buildings and parking garages and is well suited for the position of preconstruction cost estimator. It should be noted that no firm submitting qualifications met the Committee's definition of a local firm. The Qualifications Committee declined to interview a short list of firms, and decided to forward to staff the top three firms for negotiation of a contract, beginning with Swinerton & Walberg. Staff has negotiated a contract, and finds Swinerton & Walberg's proposed fee to fall within accepted industry standards. STAFF PRESENT David J. Norman, Development Specialist, Economic Development Agency David Padrutt, Project Administrator, The Staubach Company SELECTION OF PRE--,CONSTRUCTION COST ESTIMATING FIRM Mr. Padrutt led the discussion and spoke about the type of work the firm would do. Mr. Padrutt also spoke about his experience with different firms and the type of compensation that would be involved. Chairman Negrete questioned whether the cost estimating firm would have an advantage when it came to the bidding for the construction of this job. Mr. Norman replied that in the case of the police station construction the cost estimating firm was in fact the high bidder and there was no advantage to being the cost estimator in that situation. Mr. Padrutt and Mr. Mayo affirmed Mr. Norman's assessment that there is no inherent advantage given to the pre- construction cost estimator for the construction bid. ATTACHMENT "A" ; �l Mr. Negrete instructed Mr. Norman to note for the record that no advantage in bidding for the construction of the Superblock site is given to the firm who is awarded the contract for preconstruction services cost estimator. RATING OF FIRMS The Committee decided to develop a short list by consensus for the purpose of rating a limited number of firms. Through this process the firms of McCormick Construction, Swinerton & Walberg, Nielson Construction, Turner Construction, Koll Construction and Vanir Construction Management were selected for rating by the Committee. A motion was made by Ms. Morales and seconded by Mr. Mayo that the firms of McCormick Construction, Swinerton & Walberg, Nielson Construction, Turner Construction, Koll Construction and Vanir Construction Management be rated by the Committee. The Committee voted unanimously to rate the aforementioned firms. The Committee performed two different numerical ratings for each of the short listed firms. The first rating was a strict numerical rating based on the cumulative total of all seven voting Committee members. The cumulative totals of the firms are presented in descending order: Firm Total Swinerton & Walberg 97 Turner Construction 91 Koll Construction 89 Nielson Construction 80 McCormick Construction 78 Vanir Construction Management 71 As is the Committee's practice, the Committee took the raw scores from these seven members and threw out the lowest and highest of the seven scores to eliminate any skewing from either end. These scores essentially confirmed the previous scores, and they are presented in descending order: Firm Total Swinerton & Walberg 73 Turner Construction 69 Koll Construction 66 Nielson Construction 57 McCormick Construction 55 Vanir Construction Management 52 A motion was made by Chairman Negrete and seconded by Mr. Hardgrave that the three top rated firms be given to staff to begin the process of negotiations beginning with the top rated firm.
