Commission that the Executive Director be authorized to draft and execute a lease and all other necessary
documents with the California Southern Small Business Development Corporation for the utilization of
approximately 800 square feet of office space on the second floor of the 201 Building.

MOTION: That the Community Development Commission authorize the Executive Director to draft and
execute a lease and all other necessary documents with the California Southern Small Business
Development Corporation for the utilization of approximately 800 square feet of office space on

Office Lease - 201 North "E" Street
This staff report seeks Community Development Commission authorization for the Executive
Director to draft and execute a lease and all other necessary documents with the California
Southern Small Business Development Corporation, a non-profit concern, for approximately
eight-hundred (800) square feet on the second floor of the 201 Building (see Exhibit "A").
BACKGROUND
Assemblyman Joe Baca has been successful in sponsoring legislation which would appropriate
monies from the State of California to contract with the California Southern Small Business
Development Corporation for the establishment of a small business development corporation
expansion center in the Inland Empire to serve San Bernardino and Riverside Counties. His
accomplishment affords an obvious benefit to Inland Empire businesses and San Bernardino.
California Southern contracts with the State of California to administer the State's loan
guarantee program. Its primary service area is San Diego and Imperial Counties; however,
with Assemblyman Baca's legislation, California Southern will be expanding into the Inland
Empire. California Southern's loan guarantee program is designed to assist small businesses
that need additional support in the form of a guarantee as an inducement to private lenders.
California Southern's program places special emphasis on women and minority-owned
businesses, as well as businesses located in enterprise zones.
Since this office will serve both San Bernardino and Riverside Counties, staff believes it is
important to offer lease space to California Southern to anchor it in San Bernardino. The
proposed second floor location takes advantage of the synergy created by other related
governmental and small business uses. California Southern is a non-profit with limited
funding which needs office space at a cost less than market rent.
LEASE TERMS
The proposed lease with California Southern is for a month-to-month tenancy with thirty (30)
days notice for termination. The Agency has available eight-hundred (800) square feet of
office space which requires no tenant improvements except for a new coat of paint. As with
other office tenants, the Agency will pay for all utilities except telephone installation and
monthly service charges. The resulting full service lease rate, including janitorial service, is
$240.00 per month ($30 per square foot). This represents a subsidized rate of approximately
$700 per month, an amount substantially less than the "going" or market rent for other leases
in the building.

RECOMMENDATION
The opportunity to anchor California Southern Small Business Development Corporation
within the 201 Building adds another quality tenant to a high quality government and quasi-
, government tenant base. It is, therefore, the recommendation of staff that the Executive
Director be authorized to draft and execute a lease with California Southern Small Business
Development Corporation.
Based upon the foregoing, staff recommends adoption of the form motion.
