SNT STAFF REPORT --------------------------------------------------------------------------------------------------------------------- Court Street Square Parking Lot and Great Western Wall This staff report seeks approval from the Community Development Commission authorizing the Executive Director to advertise for bids for the construction of the Court Street parking lot. In connection with this project, staff also seeks authorization to begin negotiations with the owners of the Great Western Bank building for the partial demolition of the Great Western Wall and construction of stairs leading from Court Street parking lot to the western entrance of the Great Western Bank building. BACKGROUND Pursuant to action by the Community Development Commission, plans for reconstruction of the Court Street parking lot have been completed. Originally constructed as a temporary improvement, its condition has deteriorated significantly. The new design, however, will provide efficient, well-lit and flexible parking and festival space which will serve the downtown well for years to come. The plan (see Attachment "A") has been designed to provide flexibility in the allocation of parking and programming space. The western half of the parking lot has been designed so that Main Street, Inc., can close half of the parking lot and use it for festival space in connection with Court Street Square. This has been accomplished by presenting pedestrians with the least amount of ground level obstructions as possible. Additional electrical outlets have been added to the treewells so that vendors can easily find electricity without laying too many extension cords on the ground. Currently poorly lit, the parking lot will be transformed into an inviting night-time space to be used in connection with Friday night events and by patrons of Jerseys, Gold's Gym, and other attractions in the area. Presently barren, except for a few olive trees, Court Street parking lot will feature raised planters, similar to those on Court Street Square, plus numerous trees and other landscaping which will soften the harsh appearance of concrete and asphalt. Brick-paved pedestrian walkways have been added to the parking lot to make foot traffic safer and more pleasant for those traveling to and from City Hall. Handicapped spaces for vehicles have been placed adjacent to walkways, making it easier and safer for handicapped citizens to reach city hall. ---------------------------------------------------------------------------------------------------------------------- KJH:DJN:lag:crtpkg.cdc COMMISSION MEETING AGENDA MEETING DATE: 12/20/1993 Agenda Item Number: DEVELOPMENT DEPAK-MENT STAFF REPORT Court Street Parking Lot and Great Western Wall December 14, 1993 Page -2- ---------------------------------------------------------------------------------------------------------------------- With two (2) clearly defined entrances, and a change in layout, the parking lot will become more efficient and less confusing for motorists. A reduction in travel lanes from seven (7) to two (2) helps reduce vehicle/vehicle and vehicle/pedestrian conflicts. GREAT WESTERN WALL The wall adjacent to the eastern side of the parking lot is owned by the property owners of the Great Western Bank building. For years, this wall has separated motorists from the western entrance of the bank building, making travel to the building difficult. By removing a portion of the wall, safety will be enhanced by opening up space that is presently screened and cut off.. Visually, the area will open up, providing more inviting views to the parking lot and the 3rd Street turn around. While seemingly unimportant, staffs recent experience with diagonal parking has proven that visual appearance can mean the difference between success and failure in the revitalization of downtown. When visitors see an openness and pleasantness to pedestrian areas, they are encouraged to circulate from one point to another, a necessity for the success of the Downtown Plan. Because the wall is privately owned, it is necessary for staff to initiate negotiations regarding the demolition of the wall and construction of the staircase with the current owners of the Great Western Bank building. It should be noted that a portion of the wall which shields the parking garage ramp will need to remain intact; however, the southern portion of the wall can be removed. It is anticipated that the cost for the removal of the wall and construction of the stairs will be shared by the Agency and the property owners. POSSIBLE RESTAURANT SITE Recently, inquiries have been made as to the possibility of siting a national-chain restaurant in the downtown area. The parking lot site is one of several under consideration for the placement of the new restaurant, and it is uncertain at this time as to whether the developer is committed to developing this site or others. If, however, this site is chosen by the developer and approved by the Commission before a bid contract for construction is executed, staff can recommend to the Commission that all bids be rejected and plans for the development of a restaurant on this site can proceed. ---------------------------------------------------------------------------------------------------------------------- KJH:DJN:lag:crtpkg.cdc COMMISSION MEETING AGENDA MEETING DATE: 12/20/1993 Agenda Item Number: Y� DEVELOPMENT DEPAK_ALENT STAFF REPORT Court Street Parking Lot and Great Western Wall December 14, 1993 Page -3- ---------------------------------------------------------------------------------------------------------------------- FUNDING Money for this project would be funded with available bond proceeds from the Tri-City and South Valle project areas and appropriate mutual benefit resolutions would be necessary at the time the bid is awarded. The Engineer's estimate for the construction of Court Street Square parking lot is approximately $346,000. The cost of removing the wall and constructing the stairway is estimated at approximately $19,000. When allowances are made for engineering, inspection and contingencies, the Engineer's estimate for the construction of this project is approximately $431,000. s RECOMMENDATION 9 The construction of Court Street Square parking lot will mark a new chapter in the City's promising effort of downtown revitalization. Court Street parking lot is currently an unattractive space which neither serves local merchants, motorists, and visitors very well. Reconstruction of this lot to current standards and adding amenities such as the zero curb face exhibition area, landscaping and thematic lighting will dramatically increase the spectrum of uses for this parking lot. Main Street's Friday Night Live and weekend festivities, and the annual Route 66 Rendezvous will be greatly enhanced by this flexible parking lot and festival space.
