This program provides for direct payment of homeless facility utility bills (i.e., trash, water, electrical and gas) for non-profit organizations currently providing various homeless services within this community. At the specific direction of the Housing Committee, a Request for Proposals (RFP) process was utilized to select potential non-profit organization participants. In July, 1993 formal Request for Proposals were mailed to thirteen (13) homeless services providers, including: 1) Salvation Army 2) Returning Home 3) New House 4) Casa Ramona 5) Frazee Community Center 6) Casa De Ayuda 7) Operation Grace 8) Mary Mercy Center 9) Samaritan Social Services 10) Option House 11) Samaritan Shelter 12) Lutheran Social Services Responses to this Request for Proposals (RFP) were due on Friday, July 30, 1993, 4:30 p.m., at the Economic Development Agency (EDA) offices. Two (2) service providers, Frazee Community Center and the Salvation Army, formally responded to the RFP. Based upon the significant information provided within its RFP response the Salvation Army was awarded by the Community Development Commission $20,000 in available Homeless Shelter Utility Payment Program funds. Housing Division staff subsequently executed a formal agreement with the Salvation Army to utilize available HSUPP monies during FY 1993-94. --------------------------------------------------------- KJH:DRE:paw:hmisasst.cdc COMMISSION MEETING AGENDA Meeting Date: 11/15/93 Agenda Item No: 1— DEVELOPMENT DEPt..cTMENT STAFF REPORT HOMELESS SHELTER UTILITY ASSISTANCE PROGRAM NOVEMBER 8, 1993 PAGE - 2 - ------------------------------------------------------------------------------------------------------------------------------ At the request of Councilwoman Valerie Pope-Ludlam utilization of available HSUPP funds by Good Samaritan Shelter (Pastor Jesse McKinney) was considered by the Housing Committee on Tuesday, November 9, 1993. In addition, staff was directed to meet with Good Samaritan and ascertain its utility payment needs for FY 1993-94. Based upon information received at a meeting conducted on Tuesday, November 4, 1993, Pastor McKinney has represented that $3,200 would be required to adequately provide utility payment assistance for the Good Samaritan Shelter through June 30, 1994. On November 9, 1993, the Housing Committee considered this matter and unanimously recommended to the Community Development Commission approval of same. KENNETH J.
