Description) Finance: Council Notes: 75-0262 Agenda Item No-5-7 CITY OF SAN BERN' ;DINO - REQUEST F( Z COUNCIL ACTION STAFF REPORT 40TH STREET TOT LOT - NAME CHANGE TO "TOM GOULD MEMORIAL PARR." The 40th Street Tot Lot is a half acre neighborhood park site located at 40th Street and Electric Avenue adjacent to Fire Station No. 7 . The park has been called 1140th Street Tot Lot" since it was first developed simply because of its location. At the October 21, 1993 meeting of the Park and Recreation Commission, Chairperson Schuiling read a letter from Karen Miller requesting that 40th Street Tot Lot be renamed "Tom Gould Memorial Park" in memory of former Fireman Tom Gould who was stationed at Fire Station No. 7, and who was very active in youth programs in the community. The request was accompanied by a petition signed by 50 citizens in support of naming this park in memory of Fireman Gould. After discussion, the Commission voted to support this request and to recommend to the Mayor and Common Council that the park be named "Tom Gould Memorial Park. " This motion is recorded in the Minutes of the Regular Meeting of the Park and Recreation Commission of October 21, 1993 , a copy of which is attached hereto along with a copy of the citizen request and petition. Department staff fully supports this name change and recommends that the request be approved. TomGould.40th Street -0264 t PARK AND RECREATION COMMISSION CITY OF SAN BERNARDINO OCTOBER 21, 1993 MINUTES The regular meeting of the Park and Recreation Commission was called to order at 3 : 05 p.m. , October 21, 1993 in the Conference Room of the Parks, Recreation and Community Services Department, 547 N. Sierra Way, San Bernardino, California. Roll Call was taken by Chairperson Schuiling. COMMISSIONERS PRESENT: Chairperson Schuiling, Commissioners Williams, Mino, Fox, Sensintaffer and Vega. COMMISSIONERS ABSENT: Commissioner Roth and Smith. STAFF PRESENT: Ed Yelton, Parks Superintendent; Tom Boggs, Administrative Operations Supervisor and Oscar Perrier, Senior Recreation Supervisor. FLAG SALUTE: The flag salute was led by Commissioner Sensintaffar. APPROVAL OF MINUTES: Motion by Commissioner Sensintaffar, seconded by Commissioner Williams and unanimously carried to approve the Minutes of August 19, 1993 as submitted. There was no meeting on September 16, 1993 due to lack of a quorum. PROJECT REPORTS: COMMUNITY CENTERS RENOVATION: Mr. Boggs reported that the renovation of various community centers was complete with the exception of the upgrade of the Delmann Heights Center restroom to meet ADA standards. That project is in the bid process and should be completed by December 1993. HARRISON CANYON PARR PLAYGROUND: Mr. Yelton reported that the contract for installation of the ADA required playground turf should be approved at the November 15, 1993 Council meeting. Installation of the turf and completion of the playground should be accomplished by the end of December 1993. SPIRIT BASEBALL: Mr. Boggs said that there was nothing new to report at this time; however, a meeting with the Spirit owner is scheduled for the week of October 25, 1993. 10/21/93 1 POLICY-RAP & ROCK PERFORMANCES Mr. Johnny Bell, a user of Sturges Center for the Fine Arts, was present to discuss the current Department policy relative to use of the Sturges sound equipment. The current policy does not allow rock and rap music programs unless the performers provide their own sound system. Mr. Bell said that he felt the policy was discriminatory against rockers and rappers and that the policy should be changed. Discussion ensued with the pros and cons of the issues being presented and with questions as to the costs of the system and repairs due to damage from sustained rock and rap music. The commission requested that staff review the policy and equipment needs to discover what might be done to alleviate this situation. They requested that some prices of add on equipment and methods to fund be included in the analysis and review and that a report be made at the next commission meeting. AFTER SUMMER REPORT: Mr. Perrier presented figures and information relative to a very successful summer program. He handed out statistical information on the swim program. Commissioner Fox suggested that Congressman Lewis might be interested in the figures on Perris Hill Swim Center. The figures indicate a dramatic increase in use of the facility since the complete renovation of the pool complex and installation of the rain forest and water slide. Discussion ensued with Mr. Perrier answering questions from the commissioners. PETITION TO RENAME 40TH STREET TOT LOT: A citizens group headed by Ms. Karen Miller presented a petition containing 50 signatures from the community surrounding 40th Street Tot Lot with a request to rename the play lot in memory of former firemen Tom Gould. Fireman Gould was stationed at Fire Station #7 adjacent to the park and was very active in the community as he worked with the schools, little league and other community activities. After discussion and review of the request, Commissioner Fox made a motion, seconded by Commissioner Vega and unanimously carried to recommend to the Mayor and Common Council that the 40th Street Tot Lot be renamed in memory of Tom Gould. 10/21/93 2 PROGRAM ANNOUNCEMENTS: Mr. Boggs announced the following events and invited the commissioners to participate as their schedules permit. Harvest Fest - Community Gardens October 30, 1993 10: 00 A.M. to 2 : 00 P.M. Harvest Fair - CID November 6 & 7, 1993 10: 00 A.M. to 6: 00 P.M. ADJOURNMENT AT 3 : 52 the meeting was adjourned to the Regular Meeting at 3: 00 p.m. on November 18, 1993 in the Parks, Recreation and Community Services Department Conference Room, 547 North Sierra Way, San Bernardino, California. This park would' be a fitting site since Tom was a San Bernardino City Fireman for 10 years and was stationed at Station #7 that shares the corner with the park. Tom lived in San Bernardino for 34 years along with his eight siblings. His parents still reside here and his father is retired from the San Bernardino City School Dist- rict. Tom seccumbed to cancer September 1991 , leaving a great family-his wife Liz , son Walter ,16 and Rachael 10 . Tom is loved by everyone who knew him, always going above and beyond the call of duty as a model citizen of this city that he loved. Our apprecication for him is immeasurable as is his years of dedication and committment to improving the quality of life for adults and children thru volunteerism. Ask anyone at the Fire Department, Our Lady of the Rosary Cathedral , Wildwood Little League, AYSO and especially Parkside Elementary School . At Parkside Tom is also known as Mr. Mom. He volunteered countless hours as a parent in the classroom, field trips PTA, carnivals, and for years Tom and Liz chaired the annual fall Thanksgiving Basket collections and distribution. Tom was also known as "The Engineer" on the fire truck conducting the Fire Prevention Program at Parkside every autumn. Tam set the standards and the goals that we all as'pired to achieve. His love for life was evident thru his accom- plishments and affect he had and has continued to have over all of us. We are eternally grateful to him for being the perfect role model for our children and for parents who strive to emulate him for his constant positive attitude, integrity, and dedication to others. To know Tom would inspire you to be the best that you could be. The over- whelming abundance of love and respect our community has for Tom Gould would be but a dream for anyone of us to achieve. The fifty names on the enclosed petition were obtained in just a few hours from Parkside School and Wildwood Little League. If 500 names were required on this petition, there would have been no problem accomplishing that! If there is any doubt in what I have expressed in this letter, please take the time to call some of the folks.
