Synopsis of Previous Council action: On September 7, 1993, Resolution No. 93-326 was adopted ratifying the Memorandum of Understanding with the San Bernardino City Unified School District for the reimbursement of funds for a Drug Abuse Resistance Education (DARE) Program office provided by the San Bernardino Police Department. This annual agreement is for fiscal year 1993%94. Assistant Superintendent Hal Boring has signed the agreement on behalf of the school district (Exhibit A. ) To execute this agreement between the Police Department and the school district, this authorizing resolution needs approval by the Mayor and Common Council to permit Police Chief Daniel Robbins to sign the Memorandum of Understanding on behalf of the Police Department. Once the agreement is signed by Chief Robbins and delivered to the school district office, the city will be reimbursed by the district for the district's portion of the officer's salary. 75-0264 ORIGINAL MEMORANDUM OF UNDERSTANDING Between SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT And SAN BERNARDINO CITY POLICE DEPARTMENT Concerning the DRUG ABUSE RESISTANCE EDUCATION (DARE) PROGRAM Project DARE (Drug Abuse Rcsistance Education) is a substance use prevention education program designed to equip children with skills for making decisions, managing stress, and withstanding negative peer pressures to use tobacco, drugs, and alcohol. This memorandum of understanding is entered into for the purpose of jointly sponsoring the Drug Abuse Resistance Education (DARE) program in an effort to prevent substance abuse by students attending schools within the District. In order to accomplish this goal the San Bernardino City Unified School District and the San Bernardino City Police Department jointly agree as follows: The San Bernardino City Police Department shall provide three (3) full-time police officers to teach the DARE Program. Under certain circumstances and upon mutual agreement, the number of officers or the number of hours provided by the officers may be reduced. The San Bernardino City Police Department shall arrange for DARE Officer Training offered by the Los Angeles City Unified School District. All District schools within the San Bernardino City Unified School District boundaries are to be served. Delivery dates will be mutually agreed upon by the District and the Police Department. The San Bernardino City Unified School District will provide instructional materials, program scheduling and student/teacher materials. This Memorandum of Understanding shall be for a period beginning Luly, 1. 1993, through June 30, 1994. It may be renewed, modified or terminated by mutual written consent of the parties involved. The Chief of Police of the City of San 7 Bernardino is hereby authorized and directed to execute on behalf 8 of said City a Memorandum of Understanding with the San Bernardino 9 City Unified School District relating to a Drug Abuse Resistance 10 Education (D.A.R.E. ) Program Officer, a copy of which is attached 11 hereto marked Exhibit "A" and incorporated herein by reference as 12 fully as though set forth at length. 13 SECTION 2.
