Synopsis of Previous Commission/Council/Committee Action:
02--18-93 - Redevelopment Committee recommended that $163 , 000 be
allocated.
03-08-93 - Allocation of $163 , 000 approved to finance the costs
for landscaping the median in Waterman Avenue.
09-07-93 - Approval of Plans and authorization to advertise for
bids per Plan No. 8966 granted.
Recommended Motion:
That all bids for landscape median improvements in Waterman
0 Avenue be rejected and that the Director of Public Works/City
Engineer be authorized to re-advertise for bids in accordance
with the revised Plan No. 8966 .

STAFF REPORT
Rejection of Bids and Authorization
to Re-advertise for
Landscape Median Improvements on
Waterman Avenue,
from Mill Street to Santa Ana River
Bids for this project were opened and read on October 5 , 1993 . A
total of 4 bidders submitted bids . Prices ranged from a low bid
of $179 , 472 . 45 to a high bid of $273 , 001 . 62 . All bids exceeded
the Engineer' s Estimate of $140 , 000 . 00 .
All bids exceed the available budget for this project. The low
bidder was contacted to determine what, if anything, could be
changed to reduce the costs of the overall project. Several
items were discussed, including additional working days, modifi-
cations to the plant materials and some changes in the specified
irrigation equipment. The Department of Parks and Recreation as
well as the design engineer were contacted and these changes were
discussed. Some, but not all of the changes seem appropriate.
Because of the proposed changes in plant material , working days
,�. and equipment, it is recommended by staff that all current bids
be rejected and that the Director of Public Works/City Engineer
be authorized to re-advertise with the above mentioned changes
included in the project plans and specifications.
As originally planned, the work was to be completed before
Christmas of 1993 . This mandated a very short construction
schedule. There is now sufficient time to modify the plans,
allow more working time and, hopefully, obtain lower bids .
Staff recommends that all bids be rejected and that the Director
of Public Works/City Engineer be authorized to re-advertise for
bids upon completion of the modifications to the plans that will
result in lower costs .
