STAFF REPORT
The attached resolution sets a meeting and public hearing relative to the
formation of Underground Utility District No. 22 for portions of 5th, 6th, 7th,
"F" , "G" and "H" Streets in the downtown area.
The proposed formation of Underground Utility District No. 22, was recommended by
the City's Underground Utility District Committee at their meeting of May 5,
1993.
Certain utility companies are required by Rule 20 of the Public Utilities
Commission to set aside a certain portion of their revenues to finance the cost
of undergrounding overhead facilities within districts established by local
agencies. Each agency is allocated a certain amount of funds based upon the total
number of overhead services within the agency's boundaries. The Underground
Utility Committee reviews and designates areas proposed for the establishment of
a district.
Property owners within the district will be required to complete the
undergrounding from their property lines to the service points at their own cost.
No City funds will be required for this project.
Underground Utilities improve the appearance of a street by removing visual
clutter. It also eliminates the hazard from broken wires which result from
violent windstorms or earthquakes, both of which are frequent occurrences in the
area.
All property owners within the proposed district and affected utility companies
will be mailed a notice of the meeting and hearing.

1 RESOLUTION NO.
2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO NOTICING A MEETING AND A PUBLIC HEARING RELATIVE TO THE FORMATION
3 OF UNDERGROUND UTILITY DISTRICT NO. 22, GENERALLY LOCATED ALONG PORTIONS OF
4 5TH STREET, 6TH STREET, 7TH STREET, "F" STREET, "G" STREET AND "H" STREET.
5 WHEREAS, Chapter 13.36 of the San Bernardino Municipal Code of the City
6 of San Bernardino provides for the establishment of an underground utility
district within said City upon a finding by the Mayor and Common Council
after a public hearing that the necessity, health, safety or welfare
9 requires the underground installation of utilities within said district; and
10 WHEREAS, the Underground Utilities Committee of said City has
11 recommended the formation of an underground utility district to include the
12 real property described in the following resolution.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Common Council of the
13 City of San Bernardino as follows:
14 SECTION 1. NOTICE IS HEREBY GIVEN that a Meeting will be held before
15 the Mayor and Common Council of the City of San Bernardino on December 6,
16 1993, at the hour of 10:00 a.m. , at the Council Chambers, 300 North "D"
17 Street, San Bernardino, California, and a Public Hearing will be held on the
18 20th day of December, 1993, at the hour of 10:00 a.m. , in the Council
19 Chambers as set forth above, to determine whether the public necessity,
20 health, safety or welfare require the formation of Underground Utility
21 District No. 22, located along portions of 5th Street, 6th Street and 7th
22 Street, all generally between the I-215 Freeway and "H" Street, and along
23 portions of "F" Street, "G" Street and "H" Street, all generally between 5th
24 Street and 7th Street, more particularly shown on Drawing No. 8771 by the
25 Engineering Division, City of San Bernardino, which is attached hereto and
26 made a part of this description of Underground Utility District No. 22.
27 SECTION 2. The City Clerk is hereby directed to notify all affected
28 property owners as shown on the last equalized assessment roll and all

1 affected utility companies by mailing a copy of this resolution to them at
