POSITION JUSTIFICATIONS
The following are the justifications for appointments and promotions to be reviewed by the
Mayor and Common Council at the July 15, 1996 Council meeting:
1. Community Service Representative I. Police Department
(2 positions - Lelia Worthy & Paulette Neish)
Justification:
One (1) employee is being promoted to Community Service Representative I (CSRI).
Another individual is a new-hire appointment to CSR I. Both employees will fill vacated
positions due to the above CSR II promotions and will be assigned to either the
Complaint Desk or field CSR I duties. If assigned to the Complaint Desk CSR I, they
would be assigned to a shift and would handle walk-in and telephone crime reports and
inquiries from the public. If assigned to the field, they would handle non-emergency
calls for service, such as police reports and traffic accidents.
Not filling these positions would result in other CSR I's working overtime, the
assignment of Police Officers to the Complaint Desk, the assignment of Police Officers
to handle minor police reports and traffic accidents or a decrease in the level of service
provided to the public. Using police officers for these functions would result in an
increase in the response times to emergencies and high-priority calls for service.
2. Community Service Representative H. Police Department
(3 positions - Angela Joyner, Erica Lithen, Daani-Ruth Schwab)
Justification:
Three (3) CSR I's are being promoted to CSR II. They will be assigned to field CSR
II duties with a primary responsibility of handling all traffic accidents not involving
criminal prosecution (DUI, hit and run, etc). There are five authorized positions with
one assigned to each of the five Area Commands.
Not filling these positions will result in three of the five Area Commands not having an
assigned CSR II to investigate traffic accidents. The duties would have to be assumed
by Police Officers taking them away from their primary duty of law enforcement and
resulting in an increase in the response times to emergency and high-priority calls for
service.

3. Maintenance Worker H. Public Services Department
(Apolinar Garza)
Justification:
One (1) employee is being appointed to the Maintenance Worker II position on the
concrete crew to perform the duties of removing existing damaged concrete curbs and
sidewalks, grading and occasionally forming for replacement concrete, placing and
finishing concrete and cleanup. The position operates construction equipment, dump
trucks, tractors and performs semiskilled labor.
If this position is not filled, the operation of repairing damaged sidewalks would be
delayed significantly. Due to current vacant positions, work requires that the crew wait
for a dump truck while one of the other employees hauls a load of broken concrete to the
dump, because there is no one available to bring another dump truck to the job site. It
also restricts the amount of concrete that can be poured at a time because of insufficient
people to finish the concrete, limiting the volume of sidewalks to be patched.
4. Maintenance Worker II, Public Services Department
(Ruben Martinez)
Justification:
One (1) Refuse Operator I is being promoted to the Maintenance Worker II, assigned to
the Street Sweeping crew. The position operates a roll-off truck hauling trash collected
by the street sweeping operation and hauls trash generated by other Street Division crews
from the City Yard. This position is presently filled as "acting in a higher classification"
basis. This position is funded by the street sweeping assessment district.
5. Heavy Equipment Operator, Public Services Department
(3 positions - Gilberto Baeza, Ruben Colunga, Maurice McKnight)
Justification:
Three (3) employees are being promoted to Heavy Equipment Operators.
The position assigned to the Paving/Grading crew operates a variety of heavy
construction equipment including a motor grader for grading roadway shoulders, front-
end loaders for loading earth and rock, operating dozers and larger pavement repair
projects. If this position is not filled, grading of roads, roadway shoulders and alleys
will not be completed. Pavement repair projects will be reduced in scope, and our ability

to respond to emergency repairs caused by storms, etc., will be severely restricted. This
position is presently filled on an "acting in a higher classification" basis.
The position in the Right-of-Way/Special Projects section drives large mowing equipment
along the edge of roadways, mowing along drainage areas and operates heavy equipment
when cleaning flood control channels and disposing of illegal dumping. This position
also provides supervision of Work Release Inmates for hand work in the cleaning right-
of-ways, alleys and cleanup of illegal dumping. The number of work release people
varies from 10 to 20 people each day during the week and 20 to 40 people on weekends.
If this position is not filled, weeds along the roads will continue to grow, adding blight
and potential fire hazards; and, there will be additional expenditures for overtime to
maintain supervision of the Work Release Inmates. Illegally dumped material will
remain for longer periods of time which encourages more illegal dumping at each site.
This position is presently filled on an "acting in a higher classification" basis.
The position assigned to the concrete crew operates a large backhoe used for excavating
sidewalks and curbs being replaced. On occasions, they operate large front-end loaders,
drive three-axle dump trucks and perform skilled labor as well. This position is
presently filled on an "acting in a higher classification" basis.
6. Senior Administrative Analyst. Administration
(Lori Sassoon)
Justification:
The position of Assistant to the City Administrator has been vacant since October 1995.
A new, downgraded position was established by the Mayor and Common Council on
April 22, 1996, to replace the vacant position of Assistant to the City Administrator.
Also, a salary savings is created for the first year of $17.80 7. Justification for this
position was previously distributed to Council on April 15, 1996.
7. Staff Analyst III, JTPA Program Manager. SBETA
(Thomas Clark)
Justification:
The workload of the agency has increased to a point where a full-time Programs Manager
is essential for mission accomplishment. The selected individual will be responsible for
supervision and management of all programs of the Operations Division. Programs are
the heart of the operations. The Programs Manager has a staff of ten case managers and

clerical support personnel under his/her jurisdiction.
Job Training Partnership Act (apAj funding is now available to sustain the position.
The General Fund is not impacted in this personnel action.
8. Risk Manager, Risk Management Division
Justification:
The City has operated without a Risk Manager since June of last year. For the first six
months, the Assistant City Administrator performed the function. More recently, the
Director of Personnel has assumed the responsibilities of the position, in addition to
managing the City's Personnel Department. This dual role has been in effect since
January 1996.
Although the primary Risk Management duties have been addressed over the past year,
it is difficult to continue the dual management roles and provide the best possible Risk
Management services to the City.
Some of the issues which the Council should be aware of relative to this positiori include:
1. BICEP - A number of issues with respect to coverage issues with member cities
and outstanding lawsuits will require a significant amount of time. In addition,
City representatives would be more available to serve on various BICEP
subcommittees.
2. Purchase of Insurance Coverages - The City annually purchases over $800,000
in insurance policies. Determining coverage issues is normally very involved.
3. Managing Self-Insured Workers' Compensation Program - The City has
approximately 500 cases which are active and represent an outstanding liability
of about $5,891,000. Managing these cases is also important and time
consuming.
4. Liability Claims Management - The City is self-insured for the first $1 million
for liability claims. Managing and settling the nonlitigated claims which range
from 250 to 500 per year is also involved.
