STAFF REPORT
New subdivisions are conditioned to petition the City for an assessment district to be formed, in order
to provide for continuing maintenance of the landscaping installed along back-up parkways or significant open
areas.
The property owners within these districts are assessed each year for the contract costs and incidental
expenses. Items such as inspection, contract administration, water and electrical utility bills are included in
the incidental costs.
The assessments on properties within these districts may vary from year to year, depending upon the
actual costs incurred for contract and incidental costs.
Twenty-two (22) assessment districts, have been established for maintenance of landscaping. Some of
these districts have several zones, so there are actually 26 maintenance areas. One of these also includes the
maintenance and operation of a sewer lift station by City forces. The assessments in 8 of these districts will
increase over last year. Some of these increases are for only one zone within the district.
The Brown Act requires that a public meeting and public hearing be held on all assessments being
levied for the first time, or when the assessments are increased over the previous year. All property owners
whose assessments are being levied for the first time, or being increased, are sent notices by mail of the
public meeting and public hearing.
A motion was adopted on 10-4-93, designating the fourth Monday in May of each year for the
required public meeting, and the fourth Monday in June of each year for the required public hearing.
Due to changes in the contract year, the assessments for last years were only for 11 months of
contract costs and 10 months of incidental costs. This years costs cover a full 12 months for all of the
districts, which resulted in an increase for several districts. The City took over maintenance of Assessment
District No. 1001 October 1, 1996, thus it is the first year of maintenance costs. This district will likely
experience an increase next year since it will then include a full year's costs. Assessment District No. 952,
Zone 2A increase was due to the City assuming maintenance in mid year, and this years costs are for a full
year. Various other districts have also experienced a lot of vandalism and theft of sprinkler heads and plant
material. In one district, newly planted sod was removed by vandals. The attached summary lists all of the
districts with increases, the amount of the increase and the reason for the increase.
A public meeting was held on 05/28/96 to allow property owners the opportunity to ask questions and
obtain information relative to the increased assessments and the matter was carried over to the public hearing.
We recommend that the public hearing be closed, protests, if any, be overruled and that the 1996/97
Assessment Rolls be confirmed.

We the residents of Cimaaron Ranch in northern San Bernardino,wish to take this opportunity to petition
for the implementation of police surveillance within our sub-division. Police presents in our area is
currently non existent,even in response to complaints placed by individual residents. This has resulted in
an unacceptable number of vandalism in the area. The incidents of vandalism have occurred to personal
and public property. The end result in all cases is increased cost to residents. We solicit your assistance in
helping us to resolve a current issue which was one the basis for the establishment of this great country,
taxation without representation.

Dear Property Owner:
Landscape Maintenance Assessment District No. 952 Zone 2 was formed to provide for the ongoing maintenance
of landscaping that was a condition of approval for development in the area. This district provides for the
maintenance of landscaping along portions of Kendall Drive, University Parkway, Northpark Boulevard and Little
Mountain Drive. The costs include maintenance of landscaping, irrigation, repair and or replacement of plants or
irrigation components, contract administration, inspection, monitoring of the work being performed and
administrative costs. These costs are collected through an assessment on your property tax bills. Please note
that the assessments that appear on your tax bill are for the prior year's costs.
Contracts for maintenance are advertised for bid and awarded to the lowest responsible bidder. The City attempts

o give you the best possible service for the lovrest cost. l lmi.-over, increases in costs occur from time to tine,
which will reflect in your assessment.
Your parcel number for the parcel being assessed is shown on your mailing label, along with assessment
for last year ("Previous") and the proposed assessment for this year ("Current").
Even though the basic contract costs for maintenance did not increase, last year's assessment was only for 11
months of costs, and this year's assessment is for a full 12 months of costs. There was also damage to some
very expensive irrigation components (backflow prevention devices) that had to be repaired.
There will be a Public Meeting before the Mayor and Common Council on May 28, 1996, at 10:00 am, to
discuss the proposed increase and to allow opportunity to ask questions. No council action will be taken at this
meeting.
There will also be a Public Hearing before the Mayor and Common Council on June 24, 1996, at 10:00 am to
receive input on the proposed increase. After the close of the hearing, the City Council will take action on the
proposals. Written protests from any property owner liable to be assessed for the maintenance costs , must be
filed with the City Clerk at the above address, prior to 10:00 am on June 24, 1996. Protests must contain a
description of the property, sufficient to identify such property. In the event that protests are made by owners
representing more than 50% of the total sum of assessment units within the district, the Council may overrule
such protests by a 4/5ths affirmative vote of the members of the Council present and voting.
Both Public Meeting and Public Hearing will be held in the Council Chambers of City Hall at the above address.
