Mortensen, Stephen REFUSE FUNDS-NO ACTIONS: FEDERAL FUNDS-NO ACTIONS: f PERSONNEL ACTIONS AGENDA 06/17/96 4 POSITION JUSTIFICATIONS The following are justifications for appointments to be reviewed by the Mayor and Common Council at the June 17, 1996 Council meeting: Public Services Department ......�.!.�.y.p........'.�.'.!.�.�...y..1..�.i..{.0 Right-of-Way/Special Projects 405 Maintenance Worker I - One (1) position (Graham, DeAndre) (appointment) Justification: Maintenance Worker I positions provide labor for general cleanup of illegal dumping; cleaning of alleys; sidewalks; rights-of-way; drainage catch basins; weed spraying; and, special projects. If these positions are not filled, general deterioration in the appearance of rights-of-way will continue due to the lack of staff to physically clean and maintain. Couches, litter, weeds and illegal dumped material will remain for longer periods of time. Additionally, these employees supervise work-release inmates on weekends and require overtime coverage when absent. If this position is not filled, there will be additional expenditures for overtime to maintain supervision of the work-release inmates. Illegal dumped material will remain for longer periods of time which encourages more illegal dumping at each site. .. Maintenance Worker II - Two (2) positions (Marks, David L. & Brooks, Jimmie A.) (appointments) Justification: Maintenance Worker H positions on the concrete crew perform the duties of removing existing damaged concrete curbs and sidewalks; grading and occasionally forming for replacement concrete; placing and finishing concrete; and, cleanup. They operate construction equipment, dump trucks, tractors and perform manual labor. One (1) Maintenance Worker II position would still remain vacant. One (1) additional Maintenance Worker H position was deleted during the FY 96-97 budget hearings. If these positions are not filled, the operation of repairing damaged sidewalks would be delayed significantly. Due to current vacant positions, work requires that the crew wait for a dump truck, while one of the other employees haul a load of broken concrete to the dump, because there is no one available to bring another dump truck to th e job site. It also restricts the amount of concrete that we can pour at a time, because we don't have enough people to finish the concrete, and limits the volume of sidewalks we can patch. Lead Maintenance Worker (Wilder, Arthur) (promotion) The Lead Maintenance Worker is responsible for coordinating the work assignments of the concrete crew. This position directly supervises employees, coordinates with contractors and utility agencies and solves property owner issues. The Lead Maintenance Worker also participates in forming and finishing concrete and operating equipment. Police Department Identification Technician I (Coar, Julie) (appointment) Justification: Julie Coar is being appointed to Identification Technician I. Police has two vacant positions (Bob Cravens was recently promoted to Identification Technician III supervisor). These vacancies are being covered by overtime due to minimal staffing and required 24-hour, 7-day a week coverage by the unit. Julie was previously employed as an Identification Technician II and will be able to immediately fill one of the vacant shift positions with a bare minimum of update training. Continued vacancies in this unit will result in employee fatigue, increased overtime expenditures and slower response times to crime scenes and processing of collected evidence. Each of these factors negatively impact on the department's efficiency and the service delivered to the public. The most acute impact would be on our ability to successfully prosecute criminals using forensic evidence. Community Services Representative H (Jacobs, Gary (promotion) Justification: Community Services Representative I Gary Jacobs is being promoted to Community Services Representative H. He will be assigned to Community Programs to fill a vacancy in this unit caused by a transfer. Police has (3) authorized Community Services Representative II positions in Community Programs. Each performs a variety of functions, including alarm ordinance management and inspections; presentation of crime prevention programs city-wide; management of all volunteer programs including Citizen's Patrol; Neighborhood Watch presentations; and, training and providing assistance and relief for our Public Information Officer (Community Services Representative III Unit Supervisor). At a minimum, a continued vacancy in this unit will result in a one-third reduction in crime prevention programs to the public and severely impact our ability to support, coordinate and manage volunteer programs that increase the efficiency of other department resources. Parks. Recreation & Community Services Coordinator of Volunteers (Nelson. Penny) (provisional appointment) Justification: Penny Nelson is proposed to be provisionally appointed to the Coordinator of Volunteers position in order to maintain continuity in the Senior Companion and Retired and Senior Volunteer(RSVP)Programs for processing the volunteer records and the MOU's with the clients and service areas of the volunteers registered in the two programs. These are grant funded programs; the provision of the Coordinator of Volunteers position to assist in maintaining the programs is part of the required grant match to be furnished by the City. The City receives $291,576 in federal funding for these two programs and has a cash grant match of$78,000. It is extremely important that this position be filled so that the program can continue to progress smoothly. In addition, the position became vacant due the promotion of the previous Coordinator of Volunteers to the RSVP Coordinator position on May 27, 1996. Ms. Nelson has the experience working with the two programs as she has been the Typist Clerk I for the past seven (7) plus years. Ms. Nelson is also one of the employees who will be displaced from the Typist Clerk I position due to the personnel reductions required by the recent 1996-97 budget reductions approved by the Mayor and Common Council. Account Clerk H (Sok-Vong, Kim) (promotion) Justification: Kim Sok-Vong is proposed for promotion to fill the Account Clerk II vacancy which was created when the position was reinstated from the Typist Clerk II position. Ms. Vong was filling the Typist Clerk H position and was provisionally appointed to the Account Clerk H position when the Typist Clerk II position was eliminated. She competed with other applicants for the position, and being qualified, has been proposed for promotion. It is imperative that the position be filled so that the finance, personnel, payroll and related work can continue to be maintained and records be kept in a professional manner. The position maintains all records and payroll documents for more than 200 part-time employees and the finance documentation for purchase orders and requests for payment for the various divisions of this department. It is extremely important for this position to be filled with an experienced Account Clerk II so that the personnel and finance documentation may continue to be handled in a timely manner. Food Service Supervisor H (Diggs. Arthur) (appointment) Justification: The appointment of Arthur Diggs to Food Service Supervisor II is proposed. This position is funded through the Senior Nutrition Grant and no City funds are required. The filling of this position is essential for the efficient operation of the Senior Nutrition Program. There is no advantage in not filling the vacancy in that any savings in the grant budget are returned to the County Office on Aging and Adult Services. This position is responsible for the administration of the entire grant as well as supervision of the main kitchen at the downtown senior center. The position also supervises the staff and operations of the main kitchen at the Perris Hill Senior Center. The vacancy in this position has caused some hardship among the remaining staff in trying to fill in on these responsibilities.
