Description) N/A Finance: Council Notes: Agenda Item No. �p CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT An application was filed with the Local Agency Formation Commission for an expansion of the City's Sphere of Influence, to include approximately 377 acres located north of Meyers Road and northwest of Little League Drive in the north Verdemont area. The area is primarily vacant, except for approximately 5 residences. The application was filed by Rick Engineering on behalf of the property owners who are contemplating development of this area. A copy of the application is attached for your information. As part of the review process, LAFCO has asked the City for consent to the proposal and to submit "Factors of Consideration" generally addressing issues of land use and City services, which has been prepared and attached for your consideration. The applicant will be paying all fees required by LAFCO. Action will be taken by LAFCO at their public hearing. After the proposal has been approved by LAFCO, the owners may submit an application to the City for proposed development of this area including and annexation. Expansion of the City's Sphere will not require the provision of any immediate City services. The issue of services to any development will be thoroughly addressed in connection with review and approval of the application for development and annexation. We recommend that the City agree and consent to the requested expansion of the City's Sphere and that the Factors of Consideration be approved. Use additional sheets where neces- sary, or attach any relevant documents. GENERAL INFORMATION 1. NAME OF PROPOSAL: Sphere of Influence Review (Expansion) City of San Bernardino ("Martin Ranch") 2. GENERAL LOCATION: Generally northeasterly of the I-215 Freeway at the northerly extension of Meyers Road off Little League Drive. 4. PLAN FOR SERVICES (Reorganizations and Annexations) Section 56653 of the Government a requires the submission of a Plan for Services with every proposal initiated by a resolution of a legis ive body. The Commission has adopted standards for the prepara- tion of these documents. Please attach o this application a narrative description of the Plan for Services which includes, at least, the folio ' g information: 1. An enumeration and description of the services be extended to the affected territory. 2. A description of the level and range of those services. 3. An indication of when those services can feasibly be extended t the study area. 4. An indication of any improvement, or upgrading of infrastructure or her conditions the local agency would impose or require within the affected territory (for examp the payment of fees, the upgrading of structures, roads, water and sewer facilities, etc.). -3- 5. An indication of how the agency's services will be financed if the change is approved. 6. An indilcation of whether the affected area is or will be proposed for inclusion within an existing or proposed improvement zone, redevelopment area, assessment district or community facilities district. The submitted Plan for Services must demonstrate that the range and level of service currently avail- able will, at least, be maintained following completion of the change. The Plan for Services needs to be signed, dated, and certified as to its completeness and accuracy by an official representative of the affected city or district. A Plan for Services will be required for each affected agency contained within a reorganization proposal. NOTE: Sponsors of a proposal initiated by petition may submit their proposal without a Plan for Services. In these cases, the LAFCO office will notify the affected city or district that they will be required to submit a Plan for Services. FACTORS OF CONSIDERATION FOR SPHERE OF INFLUENCE REVIEW ONLY Please attach to this application a narrative description of the following: 1. Present and planned land uses in the area. (To be addressed by the City) 2. The present and probable need for public facilities and services in the area. 3. The present capacity of public facilities and adequacy of public services. 4. The majority of the property consists of a relatively flat alluvial fan with streambeds on the east and north. The northerly portions are hilly. 2. "D" Street San Bernardino, CA 92418 May 16, 1996 f, FACTORS OF CONSIDERATION RELATIVE TO THE PROPOSED EXPANSION OF THE SPHERE OF INFLUENCE OF THE CITY OF SAN BERNARDINO, FOR THE AREA GENERALLY LOCATED NORTHERLY OF MEYERS ROAD (LAFCO 2808 --- MARTIN RANCH AREA) THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO agree and consent to the property-owner initiated request for the expansion of the City's Sphere of Influence as described above, and hereby submit the following for consideration relative to this proposal: PRESENT AND PLANNED LAND USES IN THE AREA The proposed area of expansion of the City's Sphere consists of approximately 377 acres, which is primarily undeveloped land. There are presently 5 residences located within this area. The County of San Bernardino currently has this area designated as Rural Residential, which allows 1 unit per 5 acres. The land use designations for areas within the City adjacent to the site is RE (Residential Estate - 1 unit per acre) and RL (Residential low - 3 units per acres). Once this expansion has been approved, the City will review any proposals for development of this area and establish appropriate land use designations. PRESENT AND PROBABLE NEED FOR PUBLIC FACILITIES/SERVICES Since the area is presently primarily undeveloped land, no immediate need for City services is apparent. Service needs for this area, including water, sewer, police and fire protection would be dependent on the level of development and better determined after development proposals are submitted to the City. The expansion of adequate public facilities in the area would be a condition of approval for any development of the area. PRESENT CAPACITY OF PUBLIC FACILITIES AND SERVICES Presently, the few residences located in this area are on private wells and not connected to any sewer system. The City of San Bernardino Water Department has indicated that current production levels of water and sewer plant capacity levels are adequate to provide service to this area. Presently, the City has 11 fire suppression stations located throughout the City, several of which are also equipped with paramedic units. The nearest fire station is located at Kendall Drive and University Parkway. The City recognizes the future need for a fire station for this area and the issue will be adequately addressed, to not only meet the needs of this site but the larger Verdemont area as well at the time of development. Other public facilities such as street improvements, street lighting and storm drains and public utility facilites would be installed by developers of the area as a condition of approval for any development. THE EXISTENCE OF SOCIAL / ECONOMIC COMMUNITIES The area proposed for expansion of the City's Sphere is adjacent to the community of Verdemont in the City of San Bernardino. The community of Devore is located approximately One and one-half mile to the West, and an inhabited County "island" between Cajon Boulevard and the I-215 Freeway, North of Palm Avenue, is located approximately three-fourths of a mile to the South.
