Recommended motion:
That Change Order No. 5 to the contract with Riverside Construction
for improvement of access roads and parking facilities for the
passenger terminal for the San Bernardino Trade Center & International
Airport, in accordance with Plan No. 9283 , be approved; to authorize
additional compensation to the Contractor for extra work performed in
the parking lot area due to conflicts with utilities not shown on the
plans, for a net increase to contract price of $20 , 000 . 00; from
$2 , 645 , 557 . 08 to $2 , 665 ,557 . 08 .

CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
The plans for improving the access roads and parking lot
to serve the passenger terminals, for the San Bernardino Trade
Center and International Airport, direct the installation of a
storm drain system in the parking lot area.
During excavation in the parking lot area, the Contractor
experienced similar conflicts with existing underground utilities
as was experienced while installing the storm drain and water
system on Leland Norton Way. Numerous obstructions were not
discovered during a record search by the Consulting Design Engi-
neer and, therefore, they were not shown on the plans.
It will be required to follow the same procedure on the
parking lot area as was performed by the Contractor prior to the
installation of the water system on Leland Norton Way, dig a
pilot trench and perform extensive investigation prior to the
installation of the storm drain system. Performing the prelim-
inary investigation will identify the obstructions that will need
to be removed and/or the locations where the new storm drain pipe
will have to be realigned prior to the work being performed.
When this work is completed, the installation of the
underground utilities will be substantially completed and it is
not anticipated that there will be only minor additional extra
work necessary throughout the duration of the project.
The Contractor has agreed to perform this extra work on a
time and material basis, in accordance with Section 3 of the
Standard Specifications, at a cost not to exceed $20 , 000 .
Funds to finance the net additional costs authorized by
Change Order No. 5 will be provided by the following sources:
Economic Development Agency Grant - 75%
Inland Valley Development Agency - 25%
All costs incurred will be charged to Account No. 242-
362-5504-7038 , and billed to the grant and IVDA. No City funds
will be used to finance any portion of the additional costs .
We recommend that Contract Change Order No. 5 be
approved.

The following extra work is to be performed, as directed by the
Resident Engineer, and the following changes are hereby made to the
CONTRACT DOCUMENTS:
(1) Removal of and disposal of unidentified manmade buried
object s, additional concrete slabs, abandoned buried concrete
manholes, encased concrete utility ducts and utility lines, in
the parking lot area, at an estimated cost not to exceed
$ 15,000 .00 .
(2) Digging a pilot trench at the locations where the new storm
drain laterals are to be placed, in the parking lot area, at an
estimated cost not to exceed $ 5,000 .00.
JUSTIFICATION:
During the excavation for the installation of the storm drain
system in the parking lot area, the contractor has again
discovered various obstructions that were not identified on
the plans. This change order will provide compensation for the
removal of the obstructions or the relocating of the storm
drain system as required. The estimated cost of performing this
extra work will not exceed $ 20,000.00, therefore, the exact
cost of this change order will not exceed the amount
estimated.
