CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
BACKGROUND
In 1992, the State of California legislature passed Senate Bill
1841, Petris, directing the development of a standardized emergency
management system (SEMS) . The California Code of Regulations
establishing SEMS has now been approved. Section 2401 of these
regulations states that local governments must use SEMS by December
1, 1996 in order to be eligible for state funding of disaster
response-related personnel costs. In addition, Section 2445 states
local governments should include the use of SEMS in emergency plans
and procedures . Hence, the City' s Emergency Plan has been
rewritten to include SEMS principles and components and reflect
other organizational and procedural changes that have occurred
since the plan was originally adopted in 1988 and revised in 1990
and 1991 .
COORDINATION
In the fall of 1995 the Disaster Preparedness Division circulated
a draft emergency plan for review and comments to all City
departments and divisions having a role in emergency management .
Department/division recommended changes were then incorporated into
the final version attached as Exhibit A.
