MOTION A: That the Mayor and Common Council receive and file the
attached report from the Rio Vista Community Partnership.
MOTION B: That the Mayor and Common Council approve continued staffing
and support of the Rio Vista Project for a second year as
outlined in the attached staff report in the amount of
$90.200.

MOTION C: That the Community Development Commission approve in concept
the Economic Development Agency payment of $90,200 from bond
proceeds for an eligible City project, to be determined, and
that staff be directed to prepare the.necessary resolutions
to be brought back for adoption. /1

Recommended motion:
1. That the attached report from the Rio Vista Community Partnership be received and filed.
2. Approve continued staffing and support of Rio Vista Project for a second year, as follows:
• One(1)General Building Inspector, Range 1354, $2,595-$3,154/month. Total compensation for one
year, including salary (11 months at Step 2 and 1 month at Step 3) and benefits of 28.5%, equals
$42,200.
• One (1) Fire Prevention Officer, Range 1354, $2,595-$3,154/month. Total compensation for one
year, including salary (6 months at Step 2 and 6 months at Step 3) and benefits of 28.5%, equals
$43,000.
• Funding for board-ups and abatements ($5,000).

STAFF REPORT
RIO VISTA PROJECT STAFFING
BACKGROUND
On November 21, 1994, the Mayor and Common Council approved staffing needs for the Rio
Vista Project for a period of one year. The project commenced April 3, 1995. Two positions
were approved, with funding arranged from the Economic Development Agency (EDA), to help
implement the Rio Vista Community Partnerships project:
One (1) General Building Inspector
One (1) Fire Prevention Officer
REPORT
The report for the Rio Vista Community Partnership is attached.
RECOMMENDATIONS/COST
Funding the same two positions for a second one-year period is recommended. The cost of
funding these two positions for a second year and supporting the project through board-ups and
abatements is as follows:

The Rio Vista Community Partnership began in August, 1993 . After
an investment of $250, 000 . 00 in goods, services and 2 . 5 years, the
project has demonstrated success . Officially, the building was on
the ground and staffed in February, 1995, with the Neighborhood
Service Team. You were advised that Part I (violent) crimes would
be reduced by 50 percent . The actual stats are closer to 45
percent through the first 10 months of activity by the Team which
is comprised of a police officer, a building inspector and a fire
inspector.
Since forming the Neighborhood Service Team in February, 1995, the
Partnership has grown significantly. The Partnership has
established an advisory group consisting of 25 to 30 citizens
within the area that has begun to work with the Neighborhood
Service Team in solving problems within their own community.
The Partnership has begun to work hand in hand with the Rio Vista
Elementary School and Martin Luther King Junior High School in
providing prevention program for school children to divert them
from the influences of gangs and drugs . The Partnership has also
established counselling programs for parents in dealing with
incorrigible children. Diversion programs for gang and drugs are
also available .
Through cooperation with the City and County School Boards and the
Economic Development Agency, a re-hab program is currently being
established in the Rio Vista area. Structures that are currently
boarded because of Enforcement efforts or from walk-away owners
will be scheduled for re-hab and made available to the first time
buyers through the First Time Buyers Program, thus revitalizing the
neighborhood.

Currently, the Neighborhood Services Team has approximately 50 open
cases ranging from enforcing code compliance/building
department/fire code issues to painting area residences to
assisting citizens in re-habing their own homes and providing
crosswalks for children.
The Rio Vista Community Partnership has been adopted by the
California State Attorney General' s Office and the State Department
of Education as a model program to be replicated in Central and
Northern California. Thus far 35 cities have been given grant
money to duplicate the Rio Vista Partnership in their cities . In
November, 1995, the Partnership was asked to present our model at
the National Problem Oriented Policing Conference . During that
conference, the model was presented to representatives from
agencies from across the United States and Canada.
The Neighborhood Service Team established three goals when it was
established: 1) to reduce crime; 2) to improve the quality of
life; and #) to provide a violent free atmosphere . The efforts of
the Rio Vista Community Partnership, to include the efforts of the
Neighborhood Service Team, have achieved these goals .

BACKGROUND
The Rio Vista Project was developed in 1993 after the need for
long term programs and strategies to reduce violence and ensure a
safe environment in the schools was recognized by the San
Bernardino Gangs and Drug Task Force . Furthermore, these
programs/strategies should be developed and structured to
facilitate replication in other areas so that a formula for success
could be transplanted where needed.
ORGANIZATION
Staff members representing five different agencies joined together
to form an Operations Committee . These agencies are : San Bernardino
City Unified School District; San Bernardino City Police; San
Bernardino County Sheriff' s Department; San Bernardino County
Superintendent of Schools; San Bernardino County Board of
Supervisors . Representatives from these agencies came together with
an Ad Hoc Committee that worked towards setting common goals,
expectations and developing the formula that would accomplish them.
This committee decided that the boundaries of the Rio Vista School
district zone would serve as a good focus area for intervention
strategies and development of a model program that would have the
greatest chance of long term impact by application to a finite
geographical area.
The help of community leaders representing the cultural
demographics of the Rio Vista Community was solicited and obtained
to form a Community Advisory Committee . This Advisory Committee
helped to ensure that the community was in the "driver' s seat" of
the project ensuring that the real concerns of the community were
addressed and not just the perceptions of a well meaning committee
made up of the agency representatives . A survey seeking answers to
the nature of the problems specific to the Rio Vista Community was
sent to residents within its' boundaries to assist in this
endeavor. With the problems in the community and their symptoms
identified, the Rio Vista Project then began to address these

issues through a Neighborhood Service Team that utilized the
resources available through the represented agencies . The Mayor,
City Council and Economic Development Agency committed $250, 000 . 00
as an investment in this project to help staff the Team with
resource personnel that included code enforcement, building and
fire inspectors . The Police Department made an officer available to
coordinate the efforts of Team personnel . The Neighborhood Service
Team was located in the heart of the Rio Vista area, at the Rio
Vista School grounds making them readily accessible to the
community.
EFFECTIVENESS
Part I crimes have been reduced by about 45% within the Rio Vista
area as a result of the combined efforts of people within the
community and representatives of the agencies . Part I crimes
include murder, rape, robbery, aggravated assault, burglary,
larceny and grand theft auto. The impact of this reduction of crime
is manifested in people' s lives by the lessening of the perception
and fear of crime . To date, there have been 30 to 50 building
structures closed or boarded up to eliminate them as a hazard or
nuisance thereby significantly reducing the blight within the area.
There are currently 200 open cases being addressed through code
enforcement and rehab programs to continue to improve the quality
of life within the community. There will be an anticipated 200
additional similar cases, as early as next week, that will be
addressed as the Neighborhood Services Team expand their efforts
into surrounding geographic areas .
The Neighborhood Service Team was implemented in February, 1995 .
The occurrence of Part I crimes has been significantly reduced
since then in the Rio Vista area as shown by the available
statistics listed below.

The Rio Vista Partnership has worked hand in hand with the schools
to provide intervention/prevention programs for school children to
divert them from the influences of drugs and gangs . Counselling
programs for parents have been established as well to help them
deal with the issues they are confronted with as they endeavor to
counter behavioral problems with their children. A vocational
program is being implemented that provides teen youth with an
opportunity to learn marketable construction skills that will not
only assist them with future employment but give them a chance to
be actively involved in rehabilitating their communities as well .
The average test scores of students are higher, student attendance
is up as is school enrollment . These latter statistics can be
viewed as a barometer of the positive impact this program has had
on the lives of the school children and their families .
The Rio Vista Community Partnership has been adopted by the

The goals of the Rio Vista Partnership, through the efforts of the
involved committees, agencies, community members and the
Neighborhood Service Team, have been achieved: 1) reduce crime;
2) improve the quality of life; and 3) provide a safe environment . It
is a success story brought about by a plan that works . Its'
continued implementation is the best way to make our communities
the kind of places our citizens want to live and thrive in.
